Mid LevelOnset Technologies is seeking an experienced IT Business Analyst to support the Compliance and Quality Control Division’s Solicitation Review System transformation project. The Business Analyst will lead structured requirements gathering, gap analysis, documentation, validation, and testing efforts, working closely with stakeholders to ensure the successful migration to a redesigned workflow and data management platform.

Responsibilities
Elicit, analyze, and document business and system requirements for the existing and future-state Solicitation Review System
Plan, coordinate, schedule, and lead all requirements-gathering sessions with business stakeholders
Perform current-state and future-state analysis, including detailed gap analysis of workflows, data structures, and reporting requirements
Collaborate daily with the Senior Systems Advisor to ensure accurate translation of business requirements into system functionality
Maintain and update requirements documentation, change logs, and traceability artifacts throughout the project lifecycle
Support system validation and testing activities, including test planning, test case development, execution, and documentation of results
Ensure redesigned workflows, reporting, and data structures support compliance, auditability, and operational efficiency
Provide weekly status updates to the Director of the Contract Compliance Unit, including progress, risks, issues, and mitigation plans
Identify compliance gaps and propose feasible, well-documented solutions aligned with regulatory and business needs
Qualification
Required
Strong knowledge of BABOK Guide principles, including requirements elicitation, analysis, and validation
Experience conducting gap analysis (current-state vs. future-state) for complex systems
Understanding of systems analysis, business process reengineering, and SDLC methodologies
Ability to define and document functional, non-functional, reporting, and regulatory requirements
Experience translating policies and regulations into actionable system requirements
Proficiency in requirements elicitation techniques, including interviews, workshops, document analysis, observation, and surveys
Strong collaboration and communication skills, with the ability to build consensus across technical and business teams
Experience working within government or highly regulated environments
Proficiency in Microsoft Excel and familiarity with PowerBI reporting concepts
