Program Manager - Emergency Preparedness

New York State Electric & Gas is seeking a Program Manager for Emergency Preparedness. This role is responsible for creating, developing, and implementing emergency management preparedness functions, ensuring effective response to major system outages and compliance with regulatory requirements.

Responsibilities

Lead the emergency preparedness groups Compliance, Documentation and After-Action Reporting programs
Ensures effective analysis of new requirement (legislative or regulatory) and development of project plans and compliance evidence to demonstrate adherence to existing and new requirements
Work with key leaders and stakeholders across the company on key issues, new projects, collection of evidence and information needed for proper documentation and reporting
Responsible for the development of programmatic and in-event compliance checklists, monitoring and reporting requirements
Manage After Action Reporting - Working with Emergency Operations staff to ensure quality and timely After-Action Reports following significant events. Works with Corrective Action Tracking Program Manager to transition corrective actions from AARs are tracked to completion
Lead emergency planning projects through creation and preparation of appropriate plans, procedures, SOPs and checklists for storms, emergencies and other risks/hazards
Prepare for and monitor compliance with regulatory requirements, creating systems for continuous improvement
Prepare reports on causes of events, damages, affected customers, restoration times, recovery plan and costs
Support department documentation and record keeping systems
Supports Rate Cases, as needed
Work as a member of the team ensuring appropriate training, drills and exercises
Responds to emergencies supporting the operating company Area and Incident Command System
Modify and update detailed action plans based on lessons learned

Required

Bachelors degree with 8 years relevant experience required
Experience working in a regulatory environment, tracking compliance and evidence and producing reporting
Demonstrated experience requiring advanced organizational, writing and project management skills
Utility and/or emergency management or similar experience preferred
Strong ability to work collaboratively and contribute as a member of a team to develop emergency preparedness and planning within Avangrid
Must be highly organized, self-directed, and capable of managing multiple responsibilities and deliverables to successful completion
Strong organizational, communication (verbal and written), interpersonal and influencing skills
Ability to solve complex problems and influence change across diverse set of stakeholders
Proven ability to work innovatively and creatively
Ability and desire to work across organizational lines throughout Avangrid and with senior management
Ability to collaborate with external entities to achieve mutual gains and foster cooperative relationships. These include emergency management and public officials, other utilities and regulatory agencies
Experience in (or ability to) reviewing, analyzing, tracking compliance/evidence and influencing state statutory and regulatory actions
Advanced problem solving, analytical, and decision-making skills. Able to analyze complex information, distill salient items and create appropriate action plans
Knowledge of regulatory requirements regarding emergency management planning, readiness, and execution
Knowledge of the Incident Command System (ICS) and its application in emergency response by utilities
Ability to identify business risks and to develop and execute mitigating strategies
Provides strategic input to management team and business areas based on sound analytical decision making
Strong analytical and reporting skills. Ability to effectively use Microsoft word, excel and PowerPoint skills
Capability to learn company-based tools needed to support emergency operations (e.g. EHS360)
Budget and/or cost management experience
