The Bureau of Land Management (BLM) is seeking a Fuels Program Manager to oversee wildland fire management activities. This role involves providing professional guidance in the development and implementation of resource objectives, evaluating fuels treatments, and coordinating interagency strategies for fire management.

Responsibilities

Provide professional guidance in the development and implementation of multiple resource objectives
Develops fuels treatment alternatives to support management decisions while adhering to applicable laws, regulations, policies, and guidelines
Evaluates individual fuels treatments as well as the effectiveness of the overall program and makes recommendations for improvement
Coordinates with the next higher organizational level, other agencies, cooperators, and stakeholders to develop interagency fuels strategies
Provide input and recommend strategies for fuels and fire management
Participate in the development, review, and modification of the fire management plan
Prepare wildland fire risk assessments incorporating wildland/urban interface considerations into all agreements, operating plans, and land and fire management plans
Implement and administer prescribed fire activities, wildland fire use, and fuels management activities and surveys
Participates in preparedness reviews, proficiency checks and drills, safety sessions, and after action reviews
Serves as a Contracting Officer’s Representative on fuels management contracts and is responsible for the preparation of contract specifications and performance measures
Monitors fire behavior, evaluate fire effects, identify potential problems and take appropriate action

Appointment will be subject to a favorably adjudicated background investigation. Failure to possess or obtain a favorable determination will result in the cancellation of the offer or will be grounds for termination
Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use
This position requires regular and recurring overtime and shift work during peak fire season
May require completion of a one year probationary period
Applicants appointed to this position must possess and maintain a valid state driver's license
To qualify for the GS-11 grade level: If you are a current or former federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-09 grade level
If you have never been or are NOT a current federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-10 grade level
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social)
There is no substitution of education for experience at this grade level
This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard
This position has been categorized as a Prescribed Fire and Fuels Specialist - HIGH Complexity, and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position unless stated otherwise
To meet IFPM requirements, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (currency not required at time of referral, but may be required to obtain and maintain currency if selected): A.) Prescribed Fire Burn Boss Type 2 (RXB2) AND B.) Incident Commander Type 3 (ICT3), OR Task Force Leader (TFLD), OR Helibase Manager (HEBM)
You must meet all qualification and selective placement factor requirements by the closing date of the announcement
Work in the office is primarily sedentary. Field work does require frequent physical exertion, involving walking over rough terrain, sometimes for extended periods, and working under occasionally inclement (hot, cold, snow, wind, etc.) weather conditions
Work is performed in both an office and field setting with field work. Field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees and the presence of smoke and/or dust conditions create hazardous conditions
This is a secondary/administrative firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS)
While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)) and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage
