TRANSIT OPERATIONS DEPARTMENT - CONTRACT OPERATIONS MANAGER
NEOGOV is seeking a Contract Operations Manager for the County of El Paso's Transit Operations Department. This role involves assisting departments with contract preparation and ensuring compliance with County contracts, while also developing and maintaining contract administration policies and procedures.

Responsibilities
Ensures office staff follows office policies and procedures; maintains adequate staffing at various peak; enforces office policies and procedures; sets work priorities
Supervises department employees, including assigning and reviewing work, training, assists in completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel
Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies
Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects on areas of responsibility; and reviews and evaluates work methods and procedures
Responds to requests for information, complaints, issues and concerns received via phone, in-person or by e-mail
Oversees and maintains countywide Contract Management System to include department administration and compliance, software management and user security access
Provides oversight to maximize the purchasing value of public funds and to provide safeguards to minimize opportunities for fraud or corruption and may assist with policies and procedure development
Reviews Accounts Payables and cumulative spending reports to ensure all products are in compliance with contract requirements
Reviews County Vendor list as necessary to ensure a diverse response from qualified companies
Develops contract administration and compliance reports, as well as contracts performance measures, and provides regular reports to the Executive Director of Operations
Analyzes report data and makes recommendations to maximize effectiveness by County departments
Collaborates with departments and project administrators and coordinates entry of contracts into the County Management Software system such as leases, or agreements to ensure compliance applicable requirements, rules and regulations
Carefully monitors Evergreen contracts and analyzes terms to ensure most advantageous and cost-effective outcomes for the County
Responds to requests for contract assistance and resolves issues as appropriate
Assists in preparation, review and monitor of leases, contracts, applications, and agreements; ensures contract compliance with applicable policies and procedures and other terms and conditions; and maintains contracts in accordance with appropriate record retention laws and internal controls
Develops and prepares contract performance specifications and requests for proposals and monitors project payments
Monitors and ensures compliance of services to ensure all deliverables are being met; Identifies resource needs; Formulates and develops needs assessment with appropriate management staff
Reviews and ensures contractor compliance with applicable State licensing regulations and contractor insurance requirements in accordance with applicable regulation
Establishes schedules and procedures to provide contract compliance and document management; maintains database for contracts, awards and compliance and maintenance of a bid template library
Participates in the development of policies and procedures for Commissioners Court consideration and approval and makes recommendations for change and improvements to existing policies and procedures
Provides information to potential tenants, consultants, contractors, developers, legal counsel and other external entities as warranted
Prepares and completes required contract information, documents, drafts and amendments and enters information into contract management software system and prepares correspondence for approval
Prepares analytical and statistical reports regarding contract administration activities and operations
Resolves contract payment disputes and coordinates resolution with divisions or external entities
Ensures that contracts are renewed or re-bid as necessary or warranted
Supervises department employee, including assigning and reviewing work, training completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel
Selects, motivates, and evaluates department personnel; provides or coordinates training and works with employee to correct deficiencies
Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures
Ensures completion of projects on-time and within budget
Trains users on Contract management processes and procedures
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills
Develops standardize forms for the collection and distribution of lease, contract and agreement information and other documents. Oversees the processing of leases, contracts, and agreements with legal staff, Purchasing Department, project managers, grant administrators and other departments
Attends and participates in professional group meetings and stays abreast of new trends and innovations in the field of contract compliance, and lease negotiations
Provides or coordinates contract compliance staff training
As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services
Performs such other related duties as may be assigned
Qualification
Required
Bachelor's degree in business or public administration, social/behavioral sciences or related field
Five (5) years of experience in contract development and/or administration, or a closely related field at the federal, state or local level in a large organization
Two (2) years supervisory experience
Must have or obtain by date of hire Texas driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso
Preferred
Contract Management Certification Preferred; CPCM, CTCM or CCMA

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service.
Employees accrue 15 days of sick leave per year.
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS).
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program.
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost.
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.
Reimbursement of $15 per month for 6 months of continuous gym usage.
Reimbursement up to $2000 per calendar year for eligible education expenses.
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
