Procurement Officer II
The State of Maryland is seeking a Procurement Officer II to serve in the Procurement Division of the Maryland State Police. This role involves overseeing procurement processes, ensuring compliance with state regulations, and leading lower-level Procurement Officers in achieving procurement goals.

Responsibilities
Procure commodities, equipment, services, supplies, and IT for the Maryland State Police through bidding, contracts, and proposals under COMAR Title 21
Select the appropriate purchasing method, including small procurements, negotiated awards, competitive bidding, proposals, sole source, or statewide contracts
Create Purchase Orders in FMIS using ADPICS or the Corporate Purchasing Card(CPC)
Makes every effort to reach the Governor's goal of 29% minority participation, 3% veteran participation and mandated 20% small business reserve participation; Creates and reconciles CPC log with statement; Develops contract specifications, performance standards, payment terms, and modifications in line with State procurement laws and regulations for services, supplies, equipment, construction, and more
Solicits, evaluates, negotiates, and awards contracts, ensuring compliance with procurement procedures
Communicates with customers and vendors to clarify requirements, pricing, and availability
Leads pre-bid conferences, site inspections, and contract negotiations
Examines bid proposals for responsiveness and responsibility, and manages advertisement, bid openings, and contract awards
Negotiates the most favorable prices, terms and conditions for noncompetitive sole source and emergency procurements; Maintains contracts awarded and assures compliance with all terms and conditions; Responsible for ensuring that the time-lines for procurements as defined by the Procurement Manual are met; Provide expert agency procurement technical interpretation, instruction, guidance and assistance
Train and review the work of lower-level Procurement Officers, advising them on ways to improve
Researches materials and provides testimony regarding Board of Public Works items and prepare documents for BPW contract approval; Prepares minutes of pre-bid/pre-proposal conferences, addenda to Requests for Proposals (RFP)/Invitation for Bids (IFB) and answers written questions from potential bidders and offerors
Examines bid proposals for responsiveness and responsibility, assessing the need for additional information
Conducts bid openings to evaluate offerors’ suitability for award and may recommend proposals
Prepares reports to evaluate State procurement activity and performance
Verifies Small Business Reserves(SBR), Veteran-Owned Small Business Enterprise(VSBE),and Minority Business Enterprise(MBE) participation
Verifies vendor insurance, bond certificates, and necessary certifications
Provides guidance to paraprofessional staff
Monitors quality control of goods and services received, conducting inspections to ensure ordered items match received products
Evaluates substitutions to confirm they meet or exceed specifications
Collaborates with Finance and QMD on delivery, billing, product, and packaging requirements
Performs other related duties
Qualification
Required
Seven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience
Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience
Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience
Candidates for Option 1 positions may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience
Candidates for Option 2 positions may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience
Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland
Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment
In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for position in this classification may be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate
