Transportation Engineer III - Advance Project Development
The Texas Department of Transportation (TxDOT) is seeking a Transportation Engineer III to join their Advance Project Development Office in El Paso. This role involves performing advanced engineering work in planning, project development, and design to ensure compliance with federal and state laws while contributing to innovative transportation projects across Texas.

Responsibilities
Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible
Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts
Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development
Recommends practices and procedures for Critical Path Method scheduling, budgeting, resourcing and baseline management
Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects
Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities
Interprets the Utility Accommodation Policy
Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements
Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions
Reviews contracts, specifications, plans, and utility billing documents associated with right of way coordination
Performs other job responsibilities as assigned
Qualification
Required
Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS
6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent)
Valid U.S. driver's license at the time of application
Licensed Professional Engineer
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment
Considerable knowledge of hydrologic, hydraulic and geotechnical design activities and principles
Considerable knowledge of highway construction design applications
Considerable knowledge of applicable plans, specifications and estimates preparation, review, processing and compliance requirements
Considerable knowledge of applicable engineering workstations and applications to support efficient planning and design activities
Considerable knowledge of the utility industry and applicable laws, rules and regulations
Expert skill in applying engineering principles, practices, and methods in job responsibilities
Proficient skill in facilitating groups using effective communications methods; contributing to and guiding groups in defining objectives, staying on task and reaching consensus; soliciting participation, challenging ideas and summarizing accomplishments and planned actions
Proficient skill in speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
Proficient skill in researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
Proficient skill in public relations for maintaining effective working relationships with individuals and groups, both internal and external
Proficient skill in performing basic design and drafting
Proficient skill in planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
