Responsibilities

Manage contractors and vendors responsible for daily operations of the Park It program, including citation management, revenue collection, digital payments, enforcement, equipment procurement and installation, and service delivery
Oversee business operations through use of contractors and vendors and monitor financials for revenue generation and fiscal compliance
Oversee collaborative processes to ensure available parking in the public right-of-way (PROW) is managed to respond to the special needs of the stadium, arena, convention center, festivals as well as business and/or residential areas
Lead and oversee implementation of Charlotte’s Strategic Parking Plan, translating policy direction into actionable programs, projects, and operational changes
Identify, evaluate, pilot, and implement technology-based solutions (e.g., parking management systems, curb management tools, data analytics platforms, payment technologies, and enforcement technologies) to improve efficiency, transparency, and customer service
Manage CDOT’s parking program budget and allocate resources to achieve strategic objectives, including assessing operational and capital needs, prioritizing business and policy objectives, and developing plans, funding strategies, and proposals to support program expansion, modernization, and long-term growth
Actively monitor and engage in emerging trends, technologies, and best practices in parking and curb lane management through external training, professional organizations, and peer networks, and proactively advance innovative, data-driven policy and operational improvements
Provide training and technical guidance regarding parking in the PROW
Periodically evaluate and develop policies, set milestones, and monitor progress for achieving an annual net growth in program revenue and performance; through measurable actions such as increasing efficient delivery of contracted services, achieving turnover needs of businesses at curbside, etc
Resolve customer service complaints and monitor contractor’s responses to service-related issues
Escalate difficult situations as appropriate and coordinate with appropriate staff to resolve problems
Inspect and monitor progress of projects for performance and specification compliance; maintain progress reports; organize response to inquiries from City Budget and Leadership teams, members of the public, and the media
Investigate ADA complaints/grievances with respect to parking in the PROW, and coordinate with CDOT ADA Program Manager on findings, resolutions, and projects
Review transportation and land use Plans, Land Development Projects and internal Street Maintenance work to ensure on-street parking compliance
Represent CDOT and the Park It! program at neighborhood meetings, with the media, through business association meetings, public forums, and briefings with elected officials, effectively communicating program goals, changes, and outcomes. Support engagement and coordination with neighborhood groups and the business community. Focus engagement and public input to guide work and inform efforts for an equitable balance of parking demand, safety, access, economic vitality, and community priorities

Required

Associate's degree
Three (3) years of professional program management experience in transportation, parking, curbside management, business management, public administration, or a related field
Three (3) years of experience and proven record in supervision and management of contractors or subordinates
Experience in customer service with an emphasis on handling sensitive discussions and difficult situations with customers
Familiarity with and ongoing experience using Charlotte's transit system is required
Ability to obtain a city driving permit
Ability to read and interpret regulations, ordinances, guidelines, etc

Preferred

Bachelor's Degree
AICP (American Institute of Certified Planners) Certification or progress toward certification
Certified Parking Professional (CPP) designation or progress toward certification
Experience managing or implementing public-sector parking or curbside management programs
Experience working with contractors, vendors, and technology-based service providers
Experience engaging with neighborhoods, business stakeholders, and elected officials
