Program Manager
D&G Solutions is seeking a Program Manager to support a U.S. Coast Guard enterprise program focused on modernizing civil engineering, facilities, and capital planning operations. This role will provide overall leadership and oversight of a multi-disciplinary support team while ensuring contract compliance and driving execution to meet performance objectives.

Responsibilities
Provide overall program oversight of contract deliverables and call orders, ensuring cost, performance, and schedule objectives are met
Serve as the primary point of contact with USCG stakeholders and contracting officials, and coordinate activities across directorates to support executive priorities, Congressional mandates, and GAO directives
Develop program roadmaps and objectives to support modernization, process improvement, and mission outcomes and resolve technical problems
Guide cross-functional coordination among engineering, IT, data analytics, and financial management teams
Oversee delivery of Power Platform solutions, data modernization, and capital project prioritization support
Manage staffing, surge support, and reach-back resources to meet evolving mission needs
Ensure compliance with Federal Real Property, financial management, cybersecurity, and data governance requirements
Oversee preparation and delivery of weekly status reports, executive briefings, and Congressional data calls
Support supplemental appropriations program execution and leadership decision support
Qualification
Required
Master's degree (MA or MS) in Management, Engineering, or a business- or finance-related field
Project Management Professional (PMP) certification
Minimum 15 years of experience supporting programs within the Department of Homeland Security (DHS) and/or Department of Defense (DoD)
At least 10 years of specialized experience in Federal Real Property Management within DHS and/or DoD, including responsibilities such as: property acquisition, asset optimization, space planning, portfolio management, compliance with federal regulations and policies
Minimum 10 years of experience leading and directing complex, large-scale programs or projects within DHS and/or DoD, including coordination across multiple teams, agencies, or contractors
Familiarity with enterprise workflow systems and application modernization initiatives supporting civil engineering, facilities, or capital planning programs
Proficient in Microsoft Windows (including the Office 365/One Drive/Teams, Microsoft Project, and SharePoint)
Must be a U.S. citizen and eligible to obtain and maintain a Public Trust clearance and Common Access Card (CAC)
