JUVENILE PROBATION DEPARTMENT - CLINICAL - DIRECTOR OF CLINICAL SERVICES

Responsibilities
Responsible for leading a team of mental health/clinical professionals in the administration of excellent client care
Ensures compliance with policies, licensing guidelines, standards, and statutes, including TJJD standards and the Texas Family code; updates and implements clinical policies
Provides oversight of psychiatric and clinical records and clinical documents
Supervises daily clinical operations and the performance of clinical team members and licensed interns providing services
Provides overall administrative and clinical leadership for clinical programs, with primary responsibility of program oversight, clinical supervision, and compliance, while limiting direct service caseload to maintain effective program management and oversight
Oversees contracted services provided through the Texas Tech University Psychiatric Fellowship Program
Manages personnel concerns regarding performance, scheduling, productivity, customer service, caseloads, quality assurance, and clinical issues
Conducts clinical staffing and documentation review for unlicensed and provisionally licensed staff
Manages oversight of grant-funded services and staff; maintains clinical documentation for direct services
Oversees daily operations of Clinical unit
Provides ongoing assessment of clinical programming and services; to include the oversight and development of individualized treatment case plans, suicide and behavioral health assessments, progress reports and discharge summaries. Knowledge of appropriate caseload size and composition to support quality service and staff wellness and ensures quality care to youth
Provides coaching and guidance on effective caseload management and strategies to monitor and prevent staff burnout and vicarious traumatization; Maintains clinical data records, analyzes data for quarterly and annual reports, and monitors program outcomes and staff performance
Monitors clinical trends to make unit and youth decisions for service needs
Provides training and professional development, oversees staff licensing, and ensures quality through in-service training and job modeling
Conducts staff performance evaluations and reviews
Provides leadership and management training to subordinate supervisors and/or others as part of unit succession planning
Monitors and oversees staff work schedules
Maintains current knowledge of assessment and therapeutic modalities to address mental and behavioral health issues associated with youth and families involved in the justice system
Maintains knowledge of trauma informed principles and their operationalization
Oversees evidence-based practices and monitors program fidelity to approved juvenile justice program models
Participates in Juvenile Probation Department meetings, staffing; planning and development sessions
Conducts and participates in clinical services unit/Facilities meetings and staffing
Collaborates with the management teams of the Facilities, Juvenile Services Division and Training to provide ongoing professional development to certified personnel to ensure client needs are met and services are available to alleviate behavioral and mental health issues
Creates and updates departmental and unit policies to ensure clinical operations are aligned with Chapters 341, 343 and 344 of the Texas Administrative Code and applicable TJJD grant standards
Develops and manages interlocal agreements and contracts in accordance with departmental and county purchasing and legal requirements
Maintains knowledge of community resources to assist clients with services and continuity of care
Collaborates with outside agencies for psychiatric care for youth in the Department’s pre- and post-adjudication facilities
Oversees and conducts (when necessary) mental health evaluations to identify client treatment needs and develops service recommendations; provides individual, family, and group therapeutic services
Addresses and responds to client concerns and grievances; provides crisis assessments and services as needed
Establishes and maintains effective relationships with co-workers, court personnel, county officials, governmental agencies, outside organizations, and the general public
Assists the Deputy Chief of Juvenile Services in the development of annual budget, operation costs, and monitors program budget and expenditures
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operation
Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts
Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills
Performs such other related duties as may be assigned

Must be available to work non-traditional hours and be on call as necessary on official business
Qualification
Required
Master of Science or Master of Art degree in a counseling field such as Counseling, Psychology, Social Work, Marriage and Family Counseling and Child Therapy with five (5) years clinical experience, preferably with adolescents, and four (4) years of managerial experience in program management, personnel management, interagency collaboration, and/or project management
Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities
In order to access into the County's network and systems, a personal mobile smart device is required by the hire start date
May require or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso
Must have telephone and report residence
Must be licensed and maintain licensure standards and requirements as a Licensed Professional Counselor (LPC); Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT), Licensed Psychologist, Licensed Psychologist Associate, and/or hold a license through the Texas Behavioral Health Executive Council
Qualified licenses from other states must be eligible for reciprocity in the state of Texas and obtain full licensure from the state of Texas within one year of hire date
The Clinical Director must maintain licensing and/or recertification standards necessary through the Texas Behavioral Health Executive Council's licensing boards: Texas Board of Examiners of Professional Counselors; Texas State Board of Social Work Examiners; Texas Board of Examiners of Marriage and Family Therapists, or Texas Board of Examiners for Licensed Psychologists
Knowledge of psychological counseling techniques; developmental stages of adolescent development; diagnoses and medication; Texas Family Code; Juvenile Justice System; Court protocols; case management principles; principles of supervisory management; mediation; social service delivery network; Title III of the Texas Family Code; Texas Behavioral Health Executive Council; Texas Department of Health and Human Services; Council on Sex Offender Treatment; Texas Juvenile Justice Department standards; Texas Health and Safety Code; Texas Department of Insurance; Texas Government and Occupation Codes, standards and statutes; best practice and evidence based treatment modalities for youthful offenders; maintain working knowledge of legislative initiatives and ability to propose/develop policies
Skill/Ability to be well versed in the areas of clinical services, juvenile justice, contract management, assessments, diagnoses and therapeutic modalities; work more than 40 hours during the workweek, if required; have good interpersonal and communication skills; willingness to speak in public; possess good therapeutic skills to engaged youth and family members in the assessment and therapeutic processes and willing to work with resistant, hostile or violent individuals; work positively and effectively with all types of children including severely maladjusted children and sex offenders; supervise professional staff as well as student interns and professionals seeking full licensure in a therapeutic setting; have a high degree of responsibility and maturity coupled with a strong interest in young people; provide consultations with staff and provide emergency evaluations and/or assessments; assess training needs of clinical department and facilitates staff training; collect and analyze data regarding internal/external programs and Departmental clinical needs; grant management and writing, possess good administrative, clinical and assessment skills; possess good oral and written skills, work effectively with others; operate a personal computer and utilize basic office programs (Word, Excel, PowerPoint, etc.); pass a criminal history pre-employment background investigation check through NCIC/TCIC, a local and county sex offender registration data base check and an FBI fingerprint check

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees. 10 days (1 through less than 5 years of service) 15 days (5 through less than 15 years of service) 20 days (15 years of service or over)
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.

Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.
