TAG Human Resources Specialist IV

Responsibilities
Identifies and directs recruitment opportunities by researching new sources for talent and developing positive relationships with industry professionals to include attending job fairs, community events and non-profit functions
Directs posting efforts, conducts interview screening, refers candidates for additional assessments as needed, schedules interviews, coordinates hiring panels with supervisors, conducts reference checks and works with program to make recommendations for hire
Interfaces with other entities (Northgate Arinso , HHSC HR, etc.) on program issues related to hiring. Represents program area at agency planning sessions, committees, work groups, and meetings related to hiring and recruitment. May review and comment on policy changes
Coordinates with agency supervisors to attend recruitment events and help promote the agency as an employer of choice. Serves as liaison between applicants and hiring supervisors. Works with supervisors to help fill vacancies efficiently
Fills positions within expected timeframes as established by the division and in response to hiring needs
Interprets hiring policies related to employment to maintain compliance with state and federal regulations and provides technical assistance to agency staff and others. Provides reports as needed to regional staff on the status of hiring. Develops and delivers training to regional supervisory staff as needed
Performs other duties as assigned and required to maintain unit operations
Qualification
Required
Graduation from high school or equivalent
Graduation from an accredited four-year college or university
Three years full-time consultative, supervisory, managerial, social service, professional, human resources, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or Texas Department of Family and Protective Services experience
Preferred
One additional year full-time consultative, human resources, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or Texas Department of Family and Protective Services experience may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years
Graduate degree may be substituted for the required experience, with a maximum substitution of two years
