Assistant Animal Control Manager
The City of Aurora is seeking qualified applicants for the position of Assistant Animal Control Manager in the Animal Control Division. This role involves assisting in the planning, management, and operations of the Animal Control Division, supervising staff, and ensuring compliance with animal control laws and regulations.

Responsibilities
Assists in the planning, direction, management, and evaluation of the operations, activities, and maintenance of the Animal Care & Control Division, including the shelter facility, vehicles, and equipment, ensuring all activities adhere to local, state, and federal laws and ordinances, providing a safe, sanitary environment for staff, the public, and animals
Evaluates and recommends updates to shelter policies and procedures, and implements changes as directed
Assists with the development of comprehensive planning for the division and its programs
Assists with the supervision of staff engaged in clerical, animal care, field enforcement, and program coordination, providing direction, guidance, and assistance as needed, while ensuring appropriate action is taken within legal guidelines
Supervises employee development and training programs, ensuring all staff are certified and properly trained in required procedures, laws, animal care practices, and in possession of current requisite certifications
Assists in the development and issuance of regular periodic employee performance evaluations to provide opportunities for skill enhancement to foster continuous team development
Supervises the issuance of citations, summons, and enforces animal control laws
Represents the division in court cases in the absence of the Animal Control Manager or as required
Supervises the apprehension and impound of animals 'running at large', investigation of animal attacks, livestock incidents, hoarding, cruelty, suspected rabies and contagious diseases, while ensuring compliance with vaccination and quarantine laws
Assists in the oversight of attempts to identify and notify owners of lost animals and orders/performs the euthanasia of animals as necessary
Supervises the application of behavioral assessment standards for sheltered animals and ensures the application of proper assessment protocols
Manages the daily maintenance of an accurate operational records database consisting of animal intakes, behavioral assessments, outcomes, incident reports, and audits
Supervises and helps manage shelter inventory of controlled substances, ensuring accurate logs, reporting, and compliance with local, state, and federal laws and also as prescribed by governing agencies such as the Department of Agriculture and Drug Enforcement Agency
Assists in the management of the shelter animal population, disposition, and outcomes
In consultation with or in the absence of the Animal Control Manager, makes decisions regarding humane euthanasia, assisting or administering when required
Responds to citizen inquiries, complaints, and concerns regarding animal control polices. Addresses difficult situations such as impounds, hoarding cases, and cruelty cases
Assists in planning and facilitating public events, humane education, and media relations
Supplements and assists in the management of all social media activities, working with the City’s Communications Department to release public announcements and community news
Assists with the shelter volunteer program management and supervision of the volunteer coordinator. Monitors the program’s effectiveness and recommends and implements adjustments
Assists in the development, analysis, monitoring, and administration of the division’s annual operating budget. Reviews and approves payroll, operational, and project expenditures within authorized limits. Evaluates and recommends fee structures changes and assists with the oversight of the collection, security, and recording of shelter revenues
Assists with developing partnerships with veterinary care providers to ensure all animals receive appropriate veterinary care. Supplements the management of veterinarian shelter visits, clinic appoint scheduling, animal transport, and individual animal medical cases
Assists in developing partnerships with rescue organizations and the transfer of animals
Carries a mobile phone, responding to calls and text messages promptly. Responds to applicable events and incidents as required
Performs other duties as required or assigned
Qualification
Required
Minimum two (2) years working in an animal kennel, hospital, shelter, or related facility
Experience in providing animal control and/or closely related public or community health programs/services
Requires IDFPR Humane Euthanasia Certification with six (6) months of hire
Requires a valid driver's license
Must successfully pass pre-hire requirements including but not limited to physical, drug screen, and background check
Preferred
Experience in a local animal control agency
Minimum of two (2) years supervisory experience
