Assistant Director, Contract Compliance

The Assistant Director – Contract Compliance is responsible for overseeing third-party operations and maintenance contractors, ensuring compliance with contractual obligations and facilitating effective oversight of maintenance activities.

Responsibilities
Direct, through oversight of the field performance of operations and maintenance work in the Grand Central Madison (East Side Access) territory, to include the Grand Central Madison station, tunnels, and Mid-Day Storage Yard. This work is performed by the Facility Maintainer through a third-party contract with the MTA
Ensure contractor(s) compliance with all required contractual obligations. This includes preventative and corrective maintenance and compliance with the technical scopes of work and approved plans
Assist in the oversight procedure by performing joint and/or individual scheduled and random joint field inspections of contractor work, remote system monitoring, field verification of asset management system entries, and other field oversight tools
Review of the monthly invoice packages to verify work is being completed and documented, which is a prerequisite prior to authorizing payments
Coordinate activities of the Facility Maintainer contractor with all other GCM operations and maintenance stakeholders, such as Long Island Railroad Transportation, Engineering (all disciplines), Stations and Maintenance of Equipment, Metro-North Railroad, and MTA Real Estate
24 hours, 7 days a week availability with the ability to work weekend and overnight shifts as needed to support oversight initiatives
All staff of the GCMOC, as a lean agency, have shared responsibility for oversight of GCMOC contract operations and maintenance as directed by the [Deputy] Chiefs
Potential to manage Consulting Support personnel

Qualification
Required
Demonstrated “safety-first” approach
Knowledge of the railroad industry and understanding of FRA regulations
Excellent communication and interpersonal skills
Excellent organizational skills
Proficiency working with a variety of data sources and formats, including large data sets
Demonstrated ability to establish and meet regular timelines
Demonstrated ability to convene meetings and achieve consensus to move work programs forward
Demonstrated ability to communicate effectively with key internal and/or external stakeholders
Demonstrated analytical capabilities and quantitative skills
Bachelor's degree in engineering (Mechanical or Electrical) from an accredited college
Minimum 5 years' facility-related experience, including at least 3 years in a similar role in a large, multi-faceted, fast-paced organization or governmental body preferred
Strong understanding of MEP systems, life safety systems, elevators/escalators, and preventive maintenance protocols
Preferred
Experience with electromechanical controls and associated software is preferred
Familiarity with the MTA's policies and procedures
Familiarity with the MTA's collective bargaining procedures
