PREA Compliance Manager, Compliance Specialist 3 (Wilsonville)
The Oregon Department of Human Services is seeking a PREA Compliance Manager to oversee compliance activities related to PREA and GIPA at the Coffee Creek Correctional Facility. Responsibilities
Lead and oversee compliance activities related to PREA and GIPA, including monitoring adherence to standards, assessing facility practices, and recommending corrective actions as needed
Provide technical assistance and guidance to facility leadership and staff to strengthen prevention efforts, ensure required practices are implemented consistently, and maintain readiness for audits and reviews
Oversee and support objective PREA investigations, ensuring proper documentation, timely completion, and adherence to confidentiality and investigative integrity requirements
Contribute to the development and direction of trauma-informed and gender-informed practices and service delivery methods for AICs impacted by sexual abuse or harassment, coordinating with internal teams and community partners as appropriate
Develop and refine processes, track trends and outcomes, prepare reports and briefings, and support continuous improvement efforts that strengthen compliance and build a culture of safety
Qualification
Required
Five (5) years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations
Three (3) of the five (5) years must be above the technical support level
A Bachelor's Degree in Business or Public Administration and two (2) years of the specified experience
Preferred
Knowledge of PREA standards, compliance principles, and investigative best practices
Experience leading or overseeing compliance programs, audits, policy implementation, or investigations in a complex environment
Ability to ensure objective, thorough, and timely investigations while maintaining confidentiality and professionalism
Understanding of trauma-informed and gender-informed approaches and the ability to apply them in operational settings
Strong judgment, integrity, and the ability to navigate sensitive issues and competing priorities
Excellent communication and relationship-building skills with leadership, staff, and external partners
Experience conducting investigations such as TORT, PREA, just cause, and use-of-force investigations
