CYBER POLICY AND PLANNING SPECIALIST
USAJOBS is seeking a Cyber Policy and Planning Specialist to serve as a command level manager/senior cyber planner within the Command and Control, Communications and Computers (C4) Interoperability and Engagements Branch. Responsibilities
Strategic Planning and Integration of Cybersecurity Cooperation Across Theater-Level Documents; Serves as the command-level lead for integrating Partner Nation cybersecurity objectives into USCENTCOM strategic and operational planning frameworks
Partner Nation Cybersecurity Engagement and Capacity-Building Execution: Leads planning, coordination, and execution of USCENTCOM's Partner Nation Cybersecurity Engagement Plan
Cyber Engagement Section Leadership, Oversight, and Organizational Synchronization: Provides leadership and oversight for the Cyber Engagement section, ensuring effective execution of all Partner Nation cyber engagement, planning, and capacity-building activities
Cyber Policy Development, Governance, and Interoperability Planning: Develops, interprets, and implements policies, procedures, and administrative frameworks that guide USCENTCOM's cyber-related Security Cooperation and Partner Nation engagements
Assessments, Monitoring, and Evaluation (AM&E) of Partner Nation Cyber Capacity-Building: Serves as the J6 subject matter expert for Assessment, Monitoring, and Evaluation (AM&E) of cyber-focused Security Cooperation activities

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Incumbent must pass initial and may be selected for random drug testing
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations
Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available
Information Assurance Certification at the IAM II level is a condition of employment. Incumbent must achieve IA certification within six months of assignment of these duties
A waiver of this six-month requirement may be granted. Failure to receive and maintain the proper IA certification may result in removal from this position
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
Overtime and/or emergency overtime may be required. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
Security Cooperation Work Force Certification at the Expert level is a condition of employment. This position includes security cooperation (SC) work as a duty requirement
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems
Knowledge of cybersecurity principles, emerging threats, vulnerabilities, and cyber defense best practices sufficient to integrate cyber considerations into operational planning and partner-nation capability development
Knowledge of joint planning processes, Department of Defense/ Department of War cyber policy, theater strategy development, and security cooperation frameworks necessary to align cyber initiatives with U.S. strategic objectives
Skill in developing, reviewing, and integrating cyber and C4 elements into strategic-level documents such as campaign plans, OPLAN annexes, posture plans, and partner-capacity roadmaps
Skill in planning, coordinating, and executing multi-stakeholder cyber engagements, including synchronizing interagency, coalition, and component contributions to achieve theater cybersecurity objectives
Ability to assess partner-nation cyber capabilities, identify capability gaps, and formulate tailored recommendations to strengthen cybersecurity capacity and interoperability
Ability to lead teams, manage projects, prioritize workloads, and oversee execution of cyber engagement activities in support of theater campaign objectives
Ability to communicate complex cyber and policy concepts clearly and effectively, both orally and in writing, to diverse audiences including senior leaders, interagency partners, and international counterparts
Preferred
Completion of DoD or Joint cyber planning courses, Service cyber planning courses, SAMS (Army)/SAMS-E (Marine Corps) planning courses, or possession of project management certifications such as PMP, Agile, or Scrum is highly desired
