Responsibilities

You will advise managers, employees and applicants regarding required qualifications requirements; and application, rating, interview and selection processes
You will provide a variety of recruitment, staffing and placement functions such as: preparing and/or reviewing Requests for Personnel Actions; responding to data calls or official inquiries and providing strategic advisory on various methods
You will analyze and determine the most efficient methods to fill vacancies and meet human resources needs for organizations serviced
You will advise and assist management in matters regarding the administration of pay laws, rules and regulations, including Recruitment, Relocation and Retention (3Rs) and pay setting issues
You will collaborate with staff and OCHR counterparts to discuss significant staffing issues, develop innovative staffing solutions and alternative courses of action

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites

Preferred

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: providing advisory on a wide range of recruitment, staffing, and placement services to include strategic hiring methods, occupational design of the position, pay and compensation flexibilities, classification and position management theories, and/or qualification & eligibility requirements in accordance with human resources management concepts, laws, policies, practices, and analytical methods
