Fiscal & Business Analyst I

The University of South Florida Libraries is seeking a Fiscal & Business Analyst I to join their Administration & Finance team. This role involves providing financial analysis, budget management, and ensuring compliance with financial regulations while advising faculty and staff on applicable policies.

Responsibilities

Reconciles and performs detailed review and analytical analysis of departmental financial statements, including review of budget to actuals/variance analysis for general revenue, auxiliary, concession, grant, and USF Foundation
Monitors payroll expenses and may advise on appropriate chartfields/accounts for salary expenditures. Assists in planning for future salary & rate budget allocations
Reconciles and monitors campus bookstore and vending commissions
Performs gift card reconciliations on a quarterly basis
Manages campus Touchnet eCommerce access request process, reconciles/distributes eCommerce revenue and merchant fees monthly
Creates and maintains necessary spreadsheets or databases for supporting documentation, record keeping, auditing, and verification purposes
Prepares and develops financial projections/forecasts, "what if" scenarios, budget control systems, cash management systems, etc. and works with management on financial planning and reporting at monthly, quarterly and yearly intervals
Gathers data and assists in the preparation of the yearly operating budget/plan to be submitted to the central Budget office and/or other administrative departments
Monitors and tracks departmental spending (e.g., through commitment control, RSA, spreadsheets, etc.) and alerts appropriate personnel to potential deficits before they occur
Analyzes auxiliary income for Unrelated Business Income (UBI) and prepares appropriate paperwork
Monitors and approves department spending and purchasing activity and accounts payable. Process expenditure transfers as needed
Oversees the monthly billing and invoicing process for all services rendered in the auxiliary function (external and/or inter-departmental)
Serves as a liaison with departments and/or external agencies by problem solving, resolving budget issues, and providing appropriate information for various purchasing, financial, and budget related inquiries to ensure compliance with departmental policy, USF policies/regulations and state/federal statutes
Recommends appropriate accounting controls to be implemented and develops new and/or makes revisions to previous fiscal procedures for the department
Assists in the asset management process including attractive items tracking

Required

Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and 0-2 years of fiscal related work experience
Bachelor's degree in no specific required field and two years of fiscal related work experience
Four years of direct experience for a Bachelor's degree
Senate Bill 1310- The Florida Senate is conditional upon meeting all employment eligibility requirements in the U.S
Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment
