SUPERVISORY GENERAL ENGINEER

NAVWAR is seeking a Supervisory General Engineer to serve as the site director for the Fleet Support Team of Fleet Readiness Center Southwest. This role involves leading a complex technical organization to provide life cycle support to Naval Aviation Weapons Systems and overseeing the planning, direction, and execution of programs to meet mission needs.

Responsibilities

You will lead and manage a large, complex technical organization to provide total life cycle support to Naval Aviation Weapons Systems utilizing a wide range of engineering, logistics, program management, and other related technical disciplines
You will exercise authority to oversee the overall planning, direction, and timely execution of programs relating to the integration and interface of systems/platforms to meet mission needs
You will approve and/or modify multi-year and long-range organizational resources regarding training, workload execution, and capabilities development expenditures developed by managers
You will establish support requirements through active participation in the DoD and Navy Planning, Programming, and Budget System (PPBS) process
You will serve as a liaison within aviation, technical, and industrial communities for in-service issues, military services, and external customers
You will oversee the development of cost analysis tradeoffs for varying degrees of capability to ensure requirements are balanced with affordability
You will negotiate conflicts between engineering, Research Development Test and Evaluation (RDTE), logistics, contractors, and program management
You will ensure technical engineering competence, logistics support, knowledge, and professional services required to sustain the weapon systems, associated components, and related support

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-14) grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: (1) Directing work that has significant impact on national defense as well as on aircraft and systems maintenance/acquisition to support an agency; (2) Exercising supervisory responsibilities and day-to-day technical oversight of engineering and logistics positions, as well as providing technical support and making final decisions for personnel actions; (3) Leading and managing a large, complex organization which provides total life cycle support to Naval Aviation and Weapons Systems utilizing a wide range of engineering, logistics, program management and related technical disciplines to ensure the provision of quality personnel through recruitment, training, and certification; (4) Managing the development of policy changes in response to changes in levels of appropriations along with monitoring financial data, evaluating budget submissions, and coordinating development of financial reports; and (5) Serving as a liaison within aviation, technical, and industrial communities for in-service issues, support to other military services, foreign military services, and external customers
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree
To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance
