PROGRAM ANALYST

NAVWAR is seeking a Program Analyst to serve in the Navy Junior Reserve Officers' Training Corps (NJROTC) of NSTC Great Lakes. Responsibilities

You will manage all applications requesting the establishment of new NJROTC and Navy National Defense Cadet Corps (NNDCC)
You will prepare briefs with recommendations for the Citizenship Development Director regarding the viability of a high school's request
You will assist the Director and supervisor with representing the NJROTC Program and supporting its positions at Joint Service meetings
You will coordinate and track the progress of the NROTC Preparatory Scholarships (NPS) program selection process providing written summaries prepared from inputs submitted by NJROTC/NNDCC Area Managers
You will assist with preparations and presentations for annual Area Managers Meetings

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
This is a bargaining unit position
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Performing or supporting analysis of program operations, data, and processes to inform decisions and recommendations at the organizational level; 2) Developing, documenting, and improving procedures, reports, and program materials to support effective program execution; 3) Communicating, coordinating, and collaborating with staff and stakeholders to explain information, respond to inquiries, or support program objectives; and 4) Managing multiple tasks, organizing work, and meeting deadlines while applying judgment and analytical techniques to assigned work
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Collecting, compiling, and organizing program data to support basic analysis and reporting needs; 2) Assisting with the preparation of program documentation, summaries, or routine correspondence; 3) Applying established program processes, procedures, and guidance to complete assigned tasks; and 4) Prioritizing assigned work, responding to customer or stakeholder requests, and supporting multiple ongoing projects
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related
GS-09: A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related
