Vice President, Administrative Services
Casper College is seeking a Vice President of Administrative Services who will serve as the Chief Financial Officer and provide executive leadership for the College’s financial and administrative operations. This role involves overseeing financial planning, facilities management, and ensuring compliance with regulations while fostering a culture of integrity and student success.

Responsibilities
Serve as the College’s chief financial officer, providing leadership for operating and capital budgets, investments, endowments, cash management, and financial forecasting
Develop, recommend, and implement financial policies, procedures, and long-range financial models that ensure institutional stability and sustainability
Lead the annual budget development process and provide continuous monitoring, analysis, and modification throughout the fiscal year
Provide clear, timely financial analysis and reporting to the President and Board of Trustees to support informed decision-making
Ensure accurate accounting, financial reporting, and compliance with all federal, state, and local laws, regulations, and audit requirements
Oversee banking, auditing, bond indebtedness, investments, and debt management strategies
Provide executive leadership and oversight of facilities, physical plant operations, maintenance, safety, and campus infrastructure
Lead development and implementation of the facilities master plan, capital planning, and oversight of construction, renovation, and deferred maintenance projects
Ensure effective utilization of campus facilities in support of academic and student needs
Develop and manage comprehensive risk management and insurance programs to protect College assets and constituencies
Oversee administrative functions including accounting, budget control, procurement, inventory control, and related services
Provide oversight of auxiliary enterprises and outsourced services (e.g., bookstore, food service), ensuring financial viability and quality customer service
Establish policies that align auxiliary operations with the mission and strategic priorities of Casper College; perform other responsibilities related to college-wide initiatives and institutional priorities
Serve as a key member of the President’s Cabinet and senior leadership team, contributing to institutional strategy and planning
Collaborate with administrators, faculty, staff, and students to advance the mission, goals, and objectives of Casper College
Support and uphold shared governance, transparency, and inclusive decision-making
Serve on and support the Casper College Foundation Board, Board of Trustees Finance Committee, and act as Assistant Treasurer to the Board of Trustees
Represent Casper College at local, state, and national meetings, conferences, and public events; serve as a delegated representative of the President when appropriate
Provide leadership, supervision, and evaluation of directors and staff within Administrative Services
Foster a professional, high-performing, and service-oriented workplace through effective delegation, coaching, and accountability; support staff development and equitable administration of applicable policies and procedures
Qualification
Required
A Master's Degree from an accredited institution in Business, Finance, Accounting, Management, Public Administration, or related field
Demonstrated ability to understand financial management and to accurately forecast financial positioning
Demonstrated ability to communicate complex issues in a straightforward manner and work effectively across departments
Possess technical knowledge to collect, analyze, and solve complex situations
Possess short and long-term operational and strategic planning skills
Proven ability to lead collaboratively across departments in a complex organization, work effectively with individuals of wide-ranging backgrounds, and successfully prioritize and balance multiple responsibilities under significant timeline pressures
Preferred
Experience in senior-level higher education administration, preferably at a community college
Experience overseeing facilities operations, capital projects, and facilities master planning
Experience working with governing boards, foundations, or public-sector entities
Evidence of innovative, student-centered leadership supporting institutional effectiveness
