TECHNICAL SPECIALIST

Responsibilities
You will provide consolidated and coordinated Foreign Military Sales (FMS) and Building Partner Capacity (BPC) case lifecycle advice, training, outreach, recommendations, feedback, and issue tracking to SSCO and all NAVWAR claimants
You will communicate and coordinate with all PEO C4I, PEO MLB, PEO Digital, and NAVWAR Echelon II and III organizations on SC regulations and ensure personnel are properly trained in SC processes, procedures, and considerations
You will also communicate and coordinate with Navy International Programs Office (NIPO) and a variety of Navy SYSCOMs and Department of Defense (DoD) stakeholders to ensure SC/FMS operations are executed efficiently
You will work with the SSCO team to perform quality control review for compliance for FMS and BPC Letter of Offer and Acceptance (LOA) data prepared by NAVWAR Case Managers
You will assist with Defense Security Assistance Management System (DSAMS) control point functions to include, receive official Security Assistance (SA)/FMS tasking from NIPO, distribute SA/FMS cases to appropriate Case Managers
You will contribute to SC digitalization efforts to optimize existing SC processes throughout NAVWAR and the Navy, as applicable

Must be determined suitable for federal employment
Must participate in the direct deposit pay program

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band DP-02 in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate a strong understanding of Security Cooperation (SC) programs, including Foreign Military Sales (FMS), Building Partner Capacity (BPC), Data Exchange Agreements (IEA/DEA), and Project Agreements (PA)
Candidates must be familiar with the Security Assistance Management Manual (SAMM) and FMS policy, particularly as it relates to FMS case development and execution
Experience in building or reviewing FMS cases for policy compliance is essential
