Chief Engineer - $1000 Sign - on Incentive

Responsibilities
Demonstrate keen engineering insight and business acumen while providing highly responsible engineering and environmental compliance leadership for the Division
Serve as a leader on the Division’s management team promoting cross functional communication and support
Provide dynamic leadership to the Environmental and Engineering Section
Assure the Division is in compliance with all environmental and health & safety laws, rules, and regulations
Provide hands-on development, review, and approval of master plans, construction plans, compliance plans, permits, and agreements associated with waste management and recycling
Coordinate with consulting engineers, contractors, and County staff in the design and construction of landfills including liner and leachate systems, landfill gas management systems, stormwater management systems, and final closure systems
Coordinate with consulting engineers, contractors, and County staff in the design and construction of recycling facilities, transfer stations, site roadways, and other support activities
Provide principal management of a capital improvement plan estimated at more than $200 million over the next 10 years
Prepare and update short-term and long-term schedules and budgets for capital improvement projects
Supervise contracts and a section operating budget of more than $4 million annually
Communicate and coordinate with regulators on important and sensitive matters
Prepare and reviews annual reports, monthly reports, and periodic updates to regulators, management, and staff
Provide leadership support in emergency and disaster response (e.g., hurricane preparation and cleanup)
Supervise the operations, management, renewal and replacement, and expansion of landfill gas, stormwater management, and leachate management systems
Engage with industry associations, university researchers, and other jurisdictions to assure Orange County remains on the cutting edge of technical innovation
Perform other duties as assigned
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree in civil, environmental or related engineering degree and eight(8) years of waste management engineering experience
Must be licensed by the Florida State Board of Professional Engineers as a Professional Engineer or ability to obtain within six months if licensed out of state
Must have excellent written and verbal communication skills, excellent organizational skills, and competency in business applications such as Microsoft Excel, Word, and PowerPoint
Preferred
Experience with the planning, design, and construction of landfills, transfer stations, MRFs and other waste management facilities and systems, permit compliance activities, budget management responsibility, staff supervision, and supporting the operations of active waste management systems
