Responsibilities
Evaluate, select, and apply standard engineering techniques, procedures, and criteria for utility system projects
Use professional judgment to make engineering decisions related to the operation and construction of storm drain, sanitary sewer, water, and lake level systems
Communicate effectively with the public, design engineers, local municipalities, elected officials and team members regarding project requirements and permitting needs to protect the integrity of our critical infrastructure
Investigate engineering challenges involving multiple variables and develop practical solutions
Monitor field conditions and remain alert to safety hazards while on-site
Use Countywide and department-specific software to complete engineering assignments and documentation
Serve in an on-call capacity and respond to after-hours operational issues, including storms, power outages, and equipment emergencies
Update capital improvement plans and coordinate projects for system and facility improvements
Perform data analysis and prepare technical reports to support asset management programs
Reviews consultant prepared design drawings and prepares technical specifications for construction of proposed facilities, including pumping stations, drain, water and sewage systems
Confers with higher level County and consulting engineers regarding adherence to project objectives and guidelines
Works with consulting engineers to perform preliminary environmental studies to determine existing site contamination and/or the effect of a project on the environment in the areas of soil erosion and water levels
Recommends to higher level engineers project feasibility studies based on cost of materials, funds available, applicable zoning ordinances, and interviews with public officials and utilities
Assists in the negotiation of easement acquisitions, supplying engineering information to affected property owners and/or Right-of-Way agents, and may, under the direction of higher-level engineers, testify in easement condemnation cases
Assists in the evaluation of bids, making recommendations on the awarding of contracts according to knowledge of the quality of the contractor's work, cost, and other factors
Prepares recommended monthly payment estimates to contractors by receiving reports from inspection personnel regarding the amount and quality of work completed the previous month
Recommends to supervisor change orders when unanticipated factors necessitate a deviation from original plans
Assists higher level engineers in the management of large-scale projects and preparing reports on construction progress
Performs technical calculations regarding drainage area, storm water run-off, grades, levels, size of drains, sanitary sewers, and water mains and strength of pipe insuring compliance with numerous regulatory acts including Act 288 of P.A. 1967, as amended, the Subdivision Control Act, Act 40 of P.A. 1956, as amended, the Michigan Drain Code, Part 91 of Act 451 of P.A. 1994, as amended, Soil Erosion and Sedimentation Control, Part 307 of Act 59 of P.A. 1995, Inland Lake Levels and Part 309 of Act 59 of P.A. 1995, Inland Lake Improvements
Instructs, trains, and assigns work to engineering technical and inspection staff engaged in quality control, surveying, or inspection of construction projects, including drainage, sanitary sewer, and water supply systems
Gives clear instruction regarding work methods and safety procedures and inspects civil and mechanical construction to ensure conformity with departmental and legal requirements
Utilizes current Countywide and/or department specific software to complete assignments
Qualification
Required
Possess a Bachelor's degree from an accredited college or university with a major in Civil Engineering or closely related engineering field of study
Have passed Part I of the Professional Engineer's Examination
Have had two (2) years of full-time engineering or closely related work experience
Possess a valid United States motor vehicle operator's or chauffeur's license
Pass the complete examination, including the employment medical, established for this classification
Successfully complete the six month probationary period
Preferred
Registration as a Professional Engineer in the field of Civil Engineering by the Michigan State Board of Registration
Reasonable knowledge of the principles and practices of civil, electrical, or mechanical engineering
Reasonable knowledge of the methods of survey, design, and construction
Reasonable knowledge of the nomenclature and symbols used in civil drafting and design
Reasonable knowledge of the provisions of the Public Works Act, zoning laws, building codes, and other state acts affecting construction
Reasonable knowledge of field and office procedures relating to civil engineering
Reasonable knowledge of administrative practices related to the civil engineering
Reasonable knowledge of the technical phases of estimates, contracts, specifications, and engineering reports
Reasonable ability to plan, organize, and supervise civil engineering work
Reasonable ability to determine compliance of structures with specifications
Reasonable ability to organize and evaluate information for special reports
Reasonable ability to utilize current word processing, spreadsheet, database, e-mail, and Internet software
Reasonable knowledge of construction engineering and contract administration
