Responsibilities
Provide Tier 3 technical support for messaging and collaboration systems, including Microsoft Exchange, Microsoft Teams, and other NIH-mandated UCC tools
Support system configuration, integration, and migration activities across NIH’s large-scale, multi-domain messaging infrastructure
Implement security and compliance measures for messaging systems consistent with NIH and federal frameworks (FISMA, NIST, OMB)
Collaborate with NIH CIT infrastructure, security, and network teams to maintain seamless end-to-end UCC operations
Develop, maintain, and update technical documentation , architecture diagrams, and SOPs for configuration and maintenance procedures
Monitor system performance, perform capacity planning, and recommend improvements for efficiency and scalability
Participate in scheduled maintenance, upgrades, and system refresh projects as directed by NIH UCC leadership
Support incident response and troubleshooting efforts, ensuring minimal service disruption to NIH end users
Identify and assess training, process improvement, and automation opportunities within NIH’s UCC environment
Qualification
Required
Bachelor's degree in Computer Science, Information Systems, or related field (or equivalent experience)
5+ years of experience supporting enterprise-scale messaging or collaboration environments
Proven expertise in Microsoft Exchange Server (on-premises and/or Exchange Online)
Hands-on experience with Microsoft Teams, Skype for Business, or similar communication platforms
Strong understanding of Active Directory, Group Policy, DNS, certificates, and authentication protocols
Familiarity with email routing, transport rules, encryption, and secure file transfer systems
Experience working within federal or large enterprise IT environments with strict compliance controls
Excellent communication skills and ability to work collaboratively in a multi-contractor, government-integrated team environment
Preferred
Experience supporting NIH, HHS, or other federal biomedical research agencies
Microsoft certifications (e.g., Messaging Administrator Associate, Teams Administrator Associate, or Exchange Expert)
Familiarity with PowerShell, scripting, and automation for UCC management tasks
Experience with hybrid or cloud migration projects (Microsoft 365 GCC High or similar environments)
Understanding of NIH CIT governance, ticketing workflows, and service delivery processes
