Country Biosafety and Biosecurity Consultants

SciLore LLC is focused on strengthening biosafety and biosecurity systems under U.S. Government-funded global health security programs. The Biosafety and Biosecurity Consultant provides technical advisory support to national authorities and laboratories, facilitating the development of biorisk management systems and training programs.

Research Services

Responsibilities

Provide technical guidance on biosafety and biosecurity to government counterparts, laboratories, and partners
Support development and implementation of national and facility-level biosafety and biosecurity plans
Advise on alignment with WHO Laboratory Biosafety Manual, ISO 35001, WOAH, and IHR (2005) frameworks
Review and support development of SOPs, risk assessments, and technical tools
Design and deliver biosafety and biosecurity training and mentorship activities for laboratory and field staff
Support training-of-trainers (ToT) models and cascading training approaches
Facilitate tabletop exercises, simulation drills, and after-action reviews
Promote risk-based approaches and integration of biosafety and biosecurity into laboratory quality systems
Support biosafety and biosecurity risk assessments and mitigation planning
Support development and operationalization of incident response and reporting protocols
Advise on root cause analysis and corrective/preventive actions following incidents
Engage with Ministries of Health, Agriculture, Environment, and other relevant authorities
Participate in technical working groups, biosafety committees, and coordination forums
Coordinate with multidisciplinary teams (laboratory systems, surveillance, workforce development, MEL) to ensure integrated implementation
Support documentation and tracking of biosafety and biosecurity activities
Maintain records of trainings, assessments, and incident-related actions
Contribute to technical reports, lessons learned, and knowledge products

Required

Bachelor's degree in microbiology, public health, veterinary medicine, laboratory sciences, or a related field
Minimum 5–7 years of experience in biosafety, biosecurity, biorisk management, or infectious disease laboratory operations
Demonstrated experience supporting capacity development or technical assistance initiatives
Strong knowledge of international biosafety and biosecurity standards and frameworks
Experience working with government institutions and donor-funded health programs
Strong communication and facilitation skills
Fluency in English required

Preferred

Professional biosafety certification, such as: International Federation of Biosafety Associations (IFBA) certification
Advanced degree (MPH, MSc, PhD or equivalent)
Experience supporting U.S. Government–funded programs (Department of State, USAID, CDC, DTRA)
Experience designing and delivering adult learning, ToT models, and mentorship programs
