Deputy General Counsel

Responsibilities

Drafting, negotiating, reviewing and managing contracts, MOUs and interlocal agreements for the LCB
Maintaining and updating contract templates and playbooks to ensure consistency with legal requirements and LCB needs
Overseeing the contract lifecycle management process, ensuring proper routing, tracking and documentation consistent with LCB policies and statutory requirements
Advising on contract compliance, risk mitigation, intellectual property and legal matters related to contract enforcement
Conducting comprehensive legal research and analysis on complex constitutional, statutory, regulatory and administrative issues
Drafting written legal opinions and memoranda, including providing advice on existing law, proposed legislation, policies and LCB operations
Reviewing, drafting and revising internal policies, rules and procedures
Assisting the General Counsel in representing the Legislative Department in litigation and administrative actions before federal and state court and regulatory bodies
Preparing pleadings, briefs, discovery responses and other litigation documents under the direction of the General Counsel
Supporting the General Counsel in initiating, defending or intervening in actions involving the Legislative Department as required
Advising on matters involving governmental ethics, public meetings, legislative records, lobbying laws, legislative privileges and immunities and related areas of public-sector law
Providing legal guidance and training to legislative staff on compliance with state and federal law, including governmental ethics and internal rules and policies
Assisting the Employment Law Unit with employment-related matters, including administrative inquiries and claims, internal investigations, disciplinary actions and participation in administrative hearings

Required

A juris doctor (JD) degree from an ABA accredited law school
Active Nevada bar membership in good standing
Exceptional written and oral communication skills, including the ability to convey legal concepts to diverse audiences
Strong legal research, reasoning and analytical abilities, including the capacity to synthesize facts and law efficiently
Proficiency in interpreting constitutional provisions, statutes, regulations, policies, and case law and applying them to complex factual scenarios
The ability to quickly learn new areas of law, adapt to changing priorities, and work effectively in a dynamic environment
The ability to manage multiple assignments, shifting priorities and tight deadlines
Sound professional judgment and the ability to work both independently and collaboratively in a high-volume environment
The ability to safeguard confidential, privileged and sensitive information in accordance with legal and ethical requirements
Uncompromising integrity and adherence to the highest standards of ethical and professional conduct
The ability to develop and maintain effective working relationships inside and outside the LCB
