Management and Program Analyst

The Office of the Assistant Secretary of War for Industrial Base Policy is seeking a Management and Program Analyst to serve as a senior subject matter expert on supply chain and manufacturing technology. The role involves conducting industrial base analysis to advise on policy and investment decisions related to the Department's materiel requirements.

Responsibilities

Define industrial base health metrics, integrate supply chain risk management, geopolitics, intelligence, economic data, and acquisition/PPBE information to inform policy and investment strategies
Leverage sophisticated research methodologies, quantitative modeling, and advanced analytical techniques, to proactively identify, assess, and prioritize supply chain risks, vulnerabilities, and fragilities within the critical defense industrial base
Analyze the impact of new industrial policy on weapon systems, missiles, and munitions. Recommend draft policy for inclusion in legislation, Executive Orders and Presidential Actions, and policy to include prohibited sourcing policy and rule making

Required

One year of specialized experience equivalent to the NH-0343-03 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
Advanced understanding of tools and methods to plan, structure, and execute data-driven analysis using intelligence, supply chain data, economic and market data, trade data, and labor data from Department of Defense, intelligence community, allies and partners, and open sources
Expert understanding of supply chain risk management, manufacturing technology, and supply chains for the ground, maritime, aircraft, missiles, munitions, or nuclear industrial bases
Advanced skill in market analysis and technology assessment to determine a robust business case and viable return on investment to the Department
Advanced skill developing, implementing, resourcing, and monitoring plans of action and milestone
