Program Analyst
DLA Careers is seeking a Program Analyst to evaluate projects and policies through analytical tools and methods. The role involves developing project policies, conducting analyses, and collaborating with IT and data teams to ensure AI solutions meet security and compliance standards.

Responsibilities
Devises analytical tools and methods to evaluate projects and policies
Develops new or modified project policies, regulations, goals or objectives; identifies data required for use in the management and direction of projects; develops management and/or program evaluation plans, procedures, and methodology
Uses automated systems and manually collected data from a wide variety of sources including installations and DLA field activities throughout the United States and overseas, public and private sector organizations
Uses research projects to conduct analyses, develop strategies, goals and measures, review program progress, and assist in the preparation of high-level presentations and briefings

Conducts citizen developer activities and identifies business system problems that can be improved through AI driven solutions
Collaborates with IT and data teams to ensure that AI solutions follows security, privacy and compliance standards
Monitors AI behaviour to detect bias, errors or unexpected results and escalate issues when needed
Conducts market research in order to improve AI solutions based on user feedback, performance data and changing requirements

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position
To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement
Creditable specialized experience includes: Analyzes management information requirements to develop program or administrative reporting systems including the system specifications, data gathering and analytical techniques, and systems evaluation methodology
Conducts comprehensive projects, studies, and reports, which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs
Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of the Program operations in meeting established goals and objectives
Examines and assesses progress attained in accomplishing program goals and objectives; effectiveness of interface relationships between and among assigned programs and between and among other IT programs
