Health System Specialist - Administrative Officer for the Director
The U.S. Department of Veterans Affairs is seeking a Health System Specialist - Administrative Officer for the Director to provide leadership and operational oversight for the VA Nebraska-Western Iowa Health Care System. This role is responsible for coordinating executive operations, addressing quality-of-care concerns, and guiding management on administrative requirements across complex clinical departments.

Responsibilities
Coordinates executive operations and advises on internal and external VA NWIHCS matters - ensuring effective policy execution
Decides day-to-day operational issues and tracks recommendations to closure
Engages frequently with VA NWIHCS leaders - VA Central Office - Congressional - State - and community officials to prioritize issues - monitor performance - and exercise executive authority when appropriate
Identifies data inconsistencies - obtains consensus among impacted staff - and corrects errors and erroneous conclusions
Maintains comprehensive knowledge of VA NWIHCS operations and active issues and advocates for assigned services
Addresses quality-of-care concerns from Veterans - advocacy groups - congressional offices - and other stakeholders
Manages patient complaints - congressional inquiries - and suspense actions and interprets oversight agency requirements to develop and implement local policies
Defines administrative requirements for complex clinical departments and guides top management on related issues
Qualification
Required
Progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field
Experience in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities
Close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities
Knowledge of the missions - organizations - programs - and requirements of health care delivery systems
Knowledge of regulations and standards of various regulatory and credentialing groups
Knowledge of government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement
One year of specialized experience (equivalent to the GS-09 grade level in the federal service)
Experience improving efficiency - productivity - and resource utilization across an integrated health care system
Experience monitoring the work of others
Experience presenting recommendations to management
Experience providing staff assistance in the operations of a health care system
Experience assisting in drafting or updating policies and/or directives
Ph.D. or equivalent doctoral degree - or 3 full years of progressively higher-level graduation education leading to such a degree - or an LL.M. - in a field related to the position to be filled
Courses that demonstrate the knowledge - skills - and abilities necessary to do the work of this position
Combination of specialized experience and education beyond a master's degree
Successful completion of an agency-sponsored on-the-job training program that included a formal individualized training plan
Assignments providing a knowledge of basic health system administration philosophies - practices - and procedures - and basic government administrative policies and requirements
Practical assignments providing an opportunity to apply health system administration skills and principles
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program
Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations
Indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment
