Contract Analyst, Family and Child Health Administration
The NYC Department of Health and Mental Hygiene is seeking a Contract Analyst for the Division of Family and Child Health. The role involves coordinating, monitoring, and evaluating various contracts and projects to improve administration, customer service, and project management within the Division.

Responsibilities
Initiate and submit Contract Action Request in agency's contract management system and utilize Citywide systems in the processing and approval of procurement actions and contract awards; assist with preparing contract change or modifications
Review contract requests for completeness, accuracy, and compliance with rules, procedures, laws and other regulations
Draft contract documents such as solicitations and concept papers
Promote increased utilization of City-Certified M/WBE vendors and assist the procurement unit to process M/WBE related contracts
Evaluate, review and analyze contracts, including memorandum of agreements and small purchases, to determine compliance with established City, State and Federal procurement rules and guidelines
Provide technical and analytical assistance on contracting methods and practices to the Division's Programs
Communicate with vendors to request required documents, and review submitted documents for completion and compliance with procurement rules and regulations
Collaborate with ACCO, Program and legal staff in the preparation of contract scope and budgets
Work in partnership with all involved parties for the implementation of cross-Bureau projects
Ensure timely registration of contracts from time of assignment until registration stage
Collaborate with program staff to review and process RFP's contract renewals, amendments, budget modifications and other contract changes
Ensure data integrity within the Department and Division contract management systems by tracking assigned contracts
Provide periodic and ad-hoc contract reports and analysis to senior management and program staff
Serve as a liaison between DFCH staff and vendors to resolve outstanding issues
Assist with special projects related to the Division's contracting activities as needed
Qualification
Required
A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management
An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in '1' above
A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in '1' above
A combination of education and/or experience equivalent to '1', '2', or '3' above. College education may be substituted for professional experience under '2' or '3' above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in '1' above
