Program Manager, (Software Licensing and IT assets)
Metropolitan Council is the regional government for the Twin Cities metropolitan area, and they are seeking a Program Manager for Software Licensing and IT Assets. This role will be responsible for establishing a structured approach to software asset management, ensuring compliance with licensing agreements, and managing software procurement and renewals.

Responsibilities
Collaborate with IS, Finance, and RA procurement teams to acquire and efficiently deploy necessary software licenses, ensuring timely renewals or procurements with service owners and engineering managers
Manage the renewal process for existing licenses and subscriptions that transitioned to IS from various business units
Ensure compliance with software licensing agreements and legal requirements, conducting regular audits to verify and address any issues
Document and evaluate appropriate SAM tools and technologies for software management and optimization, including software inventory tools, license management software, and usage monitoring solutions. Assess vendors based on features, scalability, integration capabilities, and cost
Generate and provide periodic reports for management on software usage, compliance status, and cost savings
Serve as the liaison between the software owning team and establish and maintain relationships with software vendors in collaboration with procurement teams and relevant stakeholders
Negotiate license agreements, terms, conditions, and contracts in collaboration with procurement teams and stakeholders
Manage external software audits initiated by vendors or licensing authorities
Stay informed about changes in licensing terms, regulations, and industry best practices
Identify opportunities for software standardization and consolidation
Develop and implement policies and procedures for software acquisition, deployment, and usage
Conduct regular reviews and updates of SAM policies, procedures, and technologies to adapt to changing business needs, industry trends, and regulatory requirements
Educate IS employees and stakeholders on software compliance, providing training and awareness sessions
Maintain an accurate inventory of all software assets within the organization that impact OEEO business operations by tracking installations, versions, and updates
Offer guidance on software selection and usage to avoid unnecessary expenses
Ensure ongoing alignment with organizational goals and objectives
Lead and establish priorities for the OEEO Data Team
Qualification
Required
High school diploma/GED and nine (9) years of experience
Associate's degree and seven (7) years of experience
Bachelor's degree and five (5) years of experience
Master's degree and three (3) years of experience
Knowledge of software asset management policies and best practices
Knowledge of principles and practices of project management, process management, and continuous improvement methodologies and tools
Knowledge of strategic and business planning and organization
Effective written and verbal communication
Skilled in collaboration and facilitation
Ability to translate ideas into actionable steps, breaking down ‘visions' into strategies and deliverables
Ability to think strategically and set attainable goals
Ability to manage multiple projects simultaneously
Demonstrated ability to identify, prioritize, execute, and delegate project tasks with minimal supervision
Ability to lead cross-functional teams in a collaborative effort to project completion
Ability to define problems and effectively prioritize solutions
Preferred
Familiarity with government procurement procedures and processes
Experience with regulatory compliance
Interpreting Legal Statutes
Working knowledge and best practices in IT or Cyber Security
Experience handling sensitive, confidential, and private data
Experience fostering equity, diversity, and inclusion competency and understanding
Experience with small business program tracking, reporting, and compliance software and requirements
