Responsibilities

Provide professional human resources services and technical guidance to supervisors, managers, employees, and HR staff across the agency
Deliver expert evaluation, analysis, and advisory support to ensure positions are accurately classified, compensation practices are applied consistently, and recruitment processes are fair, effective, and compliant
Partner closely with managers to provide guidance on workforce needs, job design, and hiring strategies
Maintain, update, and improve HR systems, processes, and procedures that are essential to effective agency operations and service delivery

Required

Three (3) years of human resources experience
At least three (1) year of this experience must include full cycle recruitment and management consultation experience
At least (1) year of this experience must include experience conducting job analysis/classification for positions in a wide variety of classifications and levels
Experience interpreting current employment laws, regulations, contracts, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees
Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues
Ability to clearly explain classification decisions and technical information to supervisors, managers, employees, and HR staff
Demonstrated research and analytical skills as well as skill in writing formal reports, research papers, or memorandums
Experience supporting recruitment, staffing, or selection activities, such as: Posting positions and managing job announcements, Screening and evaluating applicants, Coordinating interviews and selection processes, Communicating with candidates and hiring managers

Preferred

Experience working in a public sector, government and/or unionized environment
Experience and proven success in a high volume recruiting environment
Experience with a job evaluation system such as the Hay method
Experience conducting class studies
Variety of experiences working effectively with others from different backgrounds and cultures
