Disaster Recovery Specialists (Emergency Management Cadre)
ATCS is expanding its Emergency Management Services Cadre Roster and is looking for qualified professionals to support various emergency management efforts. The role involves assisting with planning, response, recovery, and training programs while ensuring effective coordination across agencies and monitoring program performance.

Responsibilities
Support emergency management programs across preparedness, planning, response, recovery, mitigation, and resilience efforts
Assist with strategic planning, program implementation, and coordination across agencies, departments, and partner organizations
Monitor, analyze, and report on program performance, identifying successes, risks, and opportunities for improvement
Support development and maintenance of emergency plans, frameworks, policies, and procedures aligned with evolving federal, state, and local priorities
Conduct research and analysis to identify emerging trends, risks, and technologies impacting the emergency management mission space
Support training, exercises, workshops, and after-action activities, including documentation and improvement planning
Develop technical documentation, reports, briefings, and communications products for internal and external stakeholders
Serve as a liaison with clients and partners to understand needs, support problem-solving, and deliver effective solutions
Responsibilities vary by level and assignment; specific role descriptions will be provided upon placement
Qualification
Required
Bachelor's degree with 1–10 years of relevant experience OR 10–15 years of experience in emergency management, disaster response, recovery, mitigation, or related fields
U.S. Citizenship (required for Public Trust clearance)
Demonstrated experience supporting emergency management or disaster-related operations, including natural and/or man-made incidents
Experience in one or more of the following areas: Emergency management planning, Preparedness and readiness, Disaster response operations, Recovery or mitigation programs, Testing, training, and exercise programs
Experience interpreting policies, procedures, and guidance and resolving complex programmatic issues
Strong written and verbal communication skills, including coordination with internal and external stakeholders
Proficiency with Microsoft Office Suite and general data and document management tools
Experience supporting or delivering training, briefings, or presentations
Preferred
Certified Emergency Manager (CEM) or similar professional certification
Master's degree in emergency management, public administration, public policy, homeland security, or a related field
Experience supporting FEMA, DHS, or other federal, state, or local emergency management programs
Familiarity with emergency management or grants systems such as WebEOC, Grants Manager, Grants Portal, or similar platforms
Experience analyzing complex data and producing clear, concise reports
Knowledge of federal, state, and local emergency management structures, authorities, and coordination frameworks
Experience with compliance reviews, site validation, or program monitoring activities
