Responsibilities
Inspects orphan wells to verify the well condition and identify potential access problems and or the need for specialized well plugging equipment
Performs and analyzes fluid level tests on orphan wells and make determination to plug or salvage
Supervises the plugging and salvage operations of orphan wells
Prepares requests for the use of state funds to plug abandoned wells and salvage items which become the jurisdiction of the Commission
Prepares and evaluates bids, arranges primary contractor and outside services related to state managed plugging operations
Audits and processes invoices and payment vouchers to assure compliance with state procurement procedures
Gauges storage at the lease battery to determine the amounts of oil, condensate and produced water on location
Utilizes gauge lines, color cut, and other testing equipment (i.e. chloride test kit) for titration of fluids
Conducts Naturally Occurring Radioactive Material (NORM) surveys of salvage items
Collects and correlates engineering and geological data
Assists and supervises bay and offshore well pluggings, as necessary
Digs and collects soil samples to a depth of 30 inches or more to locate lines and wells using a shovel or other tools
Performs related essential tasks, as assigned, to maintain workflow
Qualification
Required
B.S. in Engineering, geology, or other scientific degree from an accredited four-year college or university
Four (4) years of industry experience in oilfield operations, including drilling and cementing practices
Possess a valid Texas Driver's License and good driving record
Skill in higher-level/college-level mathematics and a working knowledge of engineering techniques and principles
Demonstrate understanding and ability to apply geological concepts, techniques, theories, and principles
Demonstrate skill in excellent organizational, communication, and writing skills
Demonstrate skill in handling and use of oilfield tools, technical equipment, and protective gear
Skill in using computers, Microsoft Office, other Windows-based software, and database applications
Skill in maintaining high level of accuracy and attention to detail
Ability to maintain professional appearance and demeanor, when investigating complaints
Ability to understand, apply, and interpret engineering and geological concepts, techniques, and theories
Ability to drive, perform basic maintenance and tire changes on ¾ ton truck
Ability to walk up to two miles in varying weather conditions as required to perform inspection work
Ability to discern colors
Ability to operate, lift, and carry oilfield or safety equipment
Ability to climb ladders to heights of 16 feet
Ability to lift, carry, and move an average of 20-30 lbs. to perform daily duties
Ability to work independently for long periods of time while meeting workload demands
Preferred
Industry experience in oilfield and plugging operations
Experience in oil and gas regulatory functions
Knowledge of the Railroad Commission's rules, policies, and procedures
Experience in operating a computer and utilizing Microsoft Office applications and database software systems
