Budget Financial Manager
M Technical Services, LLC (M-Tech) is a small business focused on national security priorities, seeking a Budget Financial Manager to support Department of Navy strategic programs. Responsibilities
Directly support the Principal Assistant Program Manager in financial planning, budgeting, and program analysis for RDTE and WPN appropriations
Develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient and timely application of financial resources
Coordinate and collaborate with resource and financial managers in the Program and across partner organizations
Track current budgets, allocations, and funds execution to ensure that performing activities meet obligation and expenditure benchmarks. Develop and manage reoccurring budget/financial reports for Program leadership
Support and lead regular program and project reviews, developing information and briefing materials for associated presentations. Lead the Flight Systems Execution Reviews (spend plans, schedules, funding execution) and identify potential issues risks and recommend courses of action for Leadership decision making
Identify expiring, unobligated, and under executed funds, providing timely recommendations to ensure successful utilization; prepare and adjust spend plans for realignment as applicable
Lead and facilitate all annual task planning activities and requirements for the Flight Systems Branch. Coordinate with task leads and performers to identify tasks/subtasks, statements of work, labor hours, and cost breakdown for anticipated work in the next fiscal year
Input and manage Task Planning Sheets in the NAVSEA Enterprise Planning System (NEPS) and internal SharePoint site
Prepare recurring and ad hoc reports as required, providing research and responses to financial data calls from various stakeholder organizations and resource sponsors
Perform internal and external coordination, including scheduled and ad hoc meetings
Proactively communicate and coordinate with the Program Office Acquisition and Finance Branch to track funds execution in workflow and draft input for financial execution documentation
Represent the Flight Systems Branch in task planning, program reviews, budget strategy, and Program Objective Memorandum (POM) reviews/meetings facilitated by the Acquisition and Finance Branch
Qualification
Required
US Citizen with an active secret security clearance
Bachelor's degree in finance, accounting or equivalent
5 years of experience in Department of War (DoW) PPBE, finance, or accounting
Proactive, dependable, high attention to detail and organization skills
Self-motivated and require little guidance/oversight to begin and complete tasks
Able to handle multiple tasks, providing high quality service and meeting time constraints
Experience working with and briefing senior military and civilian leadership/personnel
Proficient in Microsoft suite of tools
Preferred
Experience with DoW finance and accounting processes and tools
Experience with DoW contracts and contract management
Federal Financial Management certification
Prior military service
Ability to collaborate with data analytics team to improve team performance
Strong interpersonal, written, and oral communication skills
Comfortable working independently and with teams
