Information Technology Manager - Project Management

The City of Sunnyvale is seeking a collaborative and forward-thinking Information Technology Manager to lead the IT Department’s Project Management Office (PMO) Division and drive enterprise technology initiatives that provide essential City services. Responsibilities

Plans, budgets, manages, and oversees the daily functions, operations, and activities of an assigned Information Technology Division, including application development, configuration, and maintenance, application and database upgrades, database administration, ethical artificial intelligence usage, systems maintenance and troubleshooting, systems security administration, maintenance of specialized software, network administration (data/voice), server and storage administration, centralized information technology and computer support, consolidated communication operations, IT security/cybersecurity protection, service desk operations, and IT portfolio and project management
Participates in the development and implementation of goals, objectives, key performance indicators (KPIs), performance measures, work plans, policies, and priorities for the department and manages the assigned division’s participation in accomplishing those; recommends within division policy, appropriate service, and staffing levels; recommends and administers policies and procedures
Assists in the evaluation, development, and implementation of department and/or City-wide IT goals, objectives, policies, and procedures; helps develop and implement the City-wide IT Strategic Plan
Serves as a resource to City staff regarding information technology policies, procedures, and practices; consults with department directors and managers on information technology needs, capabilities, problems, and solutions; makes recommendations to increase operational efficiencies and/or resolve issues
Participates in the development, administration, and oversight of the division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding
Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs and division, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and makes recommendations to the Chief Information Officer
Participates in the selection of, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; recommends and implements discipline
Manages delivery of assigned services, operations, and projects; oversees the development, implementation, testing, and maintenance of technology systems and/or projects; participates in design review of IT purchases and/or solutions being developed or modified; approves specifications and design requirements for applicable technology solutions and systems, to include replacements and major upgrades
Manages a portfolio of services and relationships for multiple internal and external clients; assesses clients’ priorities and initiatives; recommends system and operational strategies and solutions for client review and approval
Acts as an escalation point for technology related service issues; provides subject matter expertise in resolving the most complex technical issues
Ensures adherence to information technology security standards, including confidentiality, reliability, and integrity of technology systems and operations; reviews security standards, policies, and procedures, and recommends and implements changes
Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality
Serves as liaison for assigned functions with other City departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as required
Provides highly complex staff assistance to the Chief Information Officer, to include, acting as the CIO in their absence, when assigned; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of working and official division files; ensures the proper documentation of operations and activities
Reviews the work of staff to ensure compliance with applicable federal, state, and local laws, codes, and regulations
Represents the City in meetings with members of other departments, public and private organizations, community groups, contractors, vendors, and the public; participates in IT Governance; serves on committees as assigned
Attends and participates in professional group meetings; stays abreast of contemporary trends and innovations in the field of information technology
Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval
Answers questions and provides information to the public; investigates and responds to complaints and inquiries from the community, other departments, and agencies
Ensures staff observe and comply with all City and mandated safety rules, regulations, and protocols
Performs other duties as assigned
Provides guidance and direction for standardizing, coordinating, and overseeing the planning and execution of IT projects City-wide, cross-departmental, and within departments
Ensures IT projects are delivered on time, within budget, and in alignment with the City’s strategic and operational goals
Manages the following functional specialized technical activities: establishes and maintains IT project governance and oversight, project management standards and project approval processes, centralized project-portfolio management, business requirements gathering and stakeholder analyses, project planning and execution support, resource and capacity planning, risk and issue management, project budget, financial and performance reporting, change management and communication, and transition to support operations
Measures project performance using appropriate tools, techniques, key performance indicators (KPIs), and proper project documentation
Manages the portfolio(s) of IT projects across the City and coordinates with other divisions and departments to fulfill project resource requirements

Required

Experience managing an IT Project Management Office (PMO), project delivery team, or enterprise project portfolio
Recent experience managing multiple complex IT Projects with minimal guidance
Leadership and supervisory experience, including mentoring staff and establishing staff performance goals
Strong knowledge of PMI-based Project Management, Portfolio Management and Program Management Methodologies
Proven track record of delivering complex public sector or large organizational technology initiatives
Experience leading organizational change and supporting the transition from implementation to operational support
Experience using Project Portfolio Management (PPM) tools to provide enterprise project oversight and reporting
Experience establishing performance metrics and KPIs to measure project and portfolio success
A bachelor's degree or four (4) years of full-time post-secondary education from an accredited college or university with concentration in computer science, information technology, computer engineering, engineering, web science, business/management information systems, cybersecurity, or related field, AND Ten (10) years of increasingly responsible technical or professional level information technology experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team
An Associate's degree or have completed 60 semester or 90 quarter units at an accredited college or university in business information systems, computer science, information technology, software information systems or related field AND twelve years of technical or professional level experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team
A Technology Certificate from an accredited college or trade school in information technology, computer and information research science, computer engineering, computer applications, web technologies, computer information systems, application development, database design, programming, network architecture, network and computer systems administration, telecommunications administrations, electronic engineering technology, technology project management or related field AND twelve years of technical or professional level experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team
