Responsibilities
Direct, manage, supervise, and coordinate assigned activities and operations within the Finance Department
Coordinate assigned activities with other divisions, departments and outside agencies
Provide highly responsible and complex administrative support to the Finance Director
Perform related duties as required
Qualification
Required
Bachelor's Degree in Accounting or Finance
Three years of supervisory experience
Knowledge of pertinent sections of the Cincinnati Municipal Code and City Charter, as well as the Ohio Revised Code
Knowledge of generally accepted accounting principles for municipal governments
Knowledge of advanced principles and practices of accounting, budget preparation and administration, and finance
Knowledge of financial markets and investment principles
Knowledge of City and departmental human resources policies and procedures; Civil Service rules; union contracts
Knowledge of principles of supervision, training, and performance evaluation
Knowledge of pertinent federal, state, and local laws, codes, and regulations
Skill to operate appropriate computer equipment; use properly all related hardware and software
Skill to operate assigned vehicle in the course of duty
Ability to implement and maintain positive employee relations
Ability to promote and maintain highest integrity throughout all personnel
Ability to analyze and manage effective EEO/AA programs
Ability to select, supervise, train, and evaluate staff
Ability to participate in the development and administration of division goals, objectives, and procedures
Ability to prepare and administer large program budgets
Ability to prepare clear and concise administrative and financial reports
Ability to analyze and interpret complex financial information
Ability to conduct and review financial audits
Ability to interpret and apply departmental and City financial policies and procedures
Ability to interpret and apply federal, state, and local policies, laws, and regulations
Ability to interpret and apply City human resources policies and procedures, Civil Service Rules, and union contracts
Ability to communicate clearly and concisely, both orally and in writing
Ability to establish and maintain effective working relationships with those contacted in the course of work
Ability to maintain composure in tense or confrontational situations
Ability to conduct grievance hearings as assigned
Preferred
Master's Degree
Licensure as a Certified Public Accountant
A valid Driver's License may be required
Must be an excellent communicator and team builder
