Responsibilities
Responsible for the supervision and direction of all accounting requirements of the UNICOR Factories and for the payrolls of the civilians and inmates working for the Federal Prison Industries
Responsible for the maintenance of the double entry accounting cycle which consists of the following essential operations: posting, journalizing, taking trial balances, determining necessary end of period adjustments, reconciliations, preparation of worksheets, adjust and closing the books, taking pre and post-closing trial balances, preparing the accounting statements, and statement analysis
Responsibility for the supervision, preparation, and maintenance of all civilian and inmate payrolls
Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis
Qualification
Required
U.S. Citizenship is Required
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting
Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality
Certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination
Completion of the requirements for a degree that included substantial course work in accounting or auditing
1 year of graduate-level education or superior academic achievement for GL-07
2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree for GL-09
At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level
Experience in managing operating programs by supplying accounting and financial statements, reports and other information of a factual nature to appropriate sources
Experience in verifying all cash vouchers for accuracy and accurate accounting classifications in the payment of industrial obligations
Experience updating and maintaining an automated accounting system
Experience assisting with reconciling and balancing general ledger accounts and processing accounting reject transactions
Experience with a double entry accounting cycle which consist of journalizing, reconciliations, and statement analysis
Experience providing expertise on operating, maintaining and modifying accounting systems
Experience adjusting and closing books, conducting pre and post-closing and preparing the accounting statements
Experience providing interpretations of accounting reports and statements
Ability to communicate in writing
Ability to apply accounting concepts, theories, and practices to derive solutions
Ability to collect, organize, and evaluate accounting information
Knowledge of principles, theories, techniques, and methodology of accounting
Knowledge of automated financial systems
