Responsibilities

Overseeing and serving as the reviewer and approver of the development and validation of HR assessment tools and related instruments for application to specific and general examining needs; ensuring the development of special purpose tests
Directing and implementing innovative techniques and business strategies to assess and improve organizational practices, policies, and procedures for increased effectiveness and to ensure the effective management of talent within the organization through the development, validation, and implementation of comprehensive assessment tools
Reviewing completed work for fulfillment of objectives, effect of advice and impact on overall program; identifying distributing and balancing the workload among subordinates; and establishes technical milestones for projects
Determining the effectiveness, accuracy, and completeness of research techniques, assessment development, validation, and structure of work related to the item-type taxonomies, statistical adequacy, and test theories to address critical management problems impacting agency personnel

Required

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major or equivalent in psychology
One year of specialized experience equivalent to the GS-13 level performing duties such as developing or implementing assessment tools to evaluate candidates and meet organizational needs
Leading a team by providing guidance and overseeing activities related to the development, implementation, and adherence to policies involving human capital assessment and development procedures
Providing technical consultation to HR staff, hiring managers, and program officials on the development, use, or interpretation of personnel assessment methods
Analyzing quantitative data to identify assessment results, trends, or recommend improvements to enhance programmatic outcomes
U.S. Citizenship is required
Males born after 12/31/1959 must be registered for Selective Service
Obtain and maintain a Top-Secret Tier 5 clearance
Submit a credit check after a conditional offer of employment has been accepted
Submit to a drug test prior to your appointment and random drug testing while you occupy the position
Subject to a one-year probationary period for supervisors/managers
