Workforce Development Consultant (FFTL)
Commonwealth of Kentucky's Education and Labor Cabinet is dedicated to preparing the workforce for the 21st century. The Workforce Development Consultant (FFTL) is responsible for conducting housing and field inspections, assisting in resolving employment issues, and performing outreach to migrant and seasonal farm workers.

Responsibilities
Completes required housing and field inspections per the federal safety and health standards set by US Department of Labor (DOL) to approve or deny foreign workers access
Works with employers on any apparent deficiencies and follows up as necessary
Assists to resolve housing and, or, employment issues between the migrant employees and farmers
Reviews and ensures wage and piece units for initial certification requests are set according to DOL
Posts seasonal farm positions within required deadlines and follows up on referrals
Performs outreach to identify migrant and seasonal farm workers and provides information about services available in the local Career Development Office
Conducts outreach activities at local trade shows, agricultural extension events, and other related activities involving seasonal workers and agricultural employers
Interprets departmental and federal regulations and policies to customers, staff, and partners
Maintains all documentation related to housing reviews, complaints, and referrals
Qualification
Required
Graduate of a college or university with a bachelor's degree
Two years experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field
A master's degree will substitute for one year of the required experience
Work experience in workforce programs such as WIOA, employment services, and/or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis
Preferred
Exceptional written and verbal communication skills
Excellent time management skills
Ability to multitask and work under pressure
Bi-lingual due to population of MSFWs
