TITLE 5 SUPERVISORY CONTRACT SPECIALIST (MI 127 MSG)
USAJOBS is seeking a TITLE 5 SUPERVISORY CONTRACT SPECIALIST for the MI 127 Wing, National Guard. This position is responsible for providing professional acquisition and business advisory services, supervising contracting operations, and managing personnel within the Contracting Office.

Responsibilities
Leadership and Supervision. Plans work to be accomplished by the organization which consists of full-time civilian and military subordinates engaged in professional, technical and administrative contracting work. Independently decides how to accomplish goals within the framework of DoD, Department of the Air Force (DAF), Department of the Army (DA), and National Guard Bureau (NGB) policies and regulations
Plans and Directs Operations. Provides senior level operational contracting support advice and assistance. Plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets
Personnel Management and Administration Functions. Exercises full management and line authority. Exercises delegated managerial authority to develop and implement operational contracting support program goals and objectives
Performs Technical Work. Works independently, or serves as team member/advisor, on process action teams, staff assistance visits, contracting studies and special projects. Participates in working groups or serves on boards and committees to recommend contract efficiencies as it pertains to future operations
Qualification
Required
Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees
You must provide transcripts or other documentation to support your Educational claims
Federal employment suitability as determined by a background investigation
May be required to successfully complete a trial period
Participation in direct deposit is mandatory
U.S. Citizenship is required
Irregular and overtime hours may be required to support operational requirements or contingencies
The employee may be required to travel in military and/or commercial aircraft/vehicle to perform temporary duty assignments
Must have a valid civilian driver's license
Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance
May be required to work comp time or overtime and may be required to work hours outside the normal duty schedule
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
May be required to travel by military or commercial aircraft in the performance of TDY assignments
The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position
Contracting certification must be accomplished IAW DoDI 50000.66
The incumbent must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66
In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant
Duties and responsibilities of your job may significantly impact the environment. Responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission
Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration
Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08)
Must have one year of specialized experience at the GS-13 level analyzing, developing, and implementing acquisition policy and procedures
Must have Level 1, DAWIA Professional Certification (or equivalent)
The GS-1102-13 and GS-1102-14 requires applicants to be DAWIA (Level I - Professional) certified in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I - Professional)
