Responsibilities
Define and execute SaaS platform roadmaps that align with overall DoIT and business strategies
Act as the primary subject matter expert and advocate for the platforms, promoting their capabilities and value across the organization and state agencies
Collaborate with stakeholders across DoIT to identify requirements, prioritize enhancements, and translate business needs into technical solutions within platforms
Stay current with releases, features, and best practices, evaluating their potential impact and benefits to our environments
Oversee the overall health, performance, and security of the platforms
Manage platform instance(s) and lifecycles, including upgrades, patching, and cloning strategies
Oversee the incident, problem, and change management processes related to platforms, ensuring timely resolution and minimal disruption
Manage implementation teams comprising of project managers, architects, developers, administrators, and business analysts in the support and advancement of supported platforms
Ensure consistent and efficient service delivery and timely upgrades of the platforms
Manage and prioritize projects from initiation through deployment
Develop project plans, manage timelines, allocate resources, and monitor progress
Provide written and verbal updates on all aspects of the platforms and develop communications as needed for new features, updates, and enhancements
Lead procurement efforts for platform licenses, contractual resources, third-party tools, and consulting services in excess of six million dollars annually
Manage license footprint, optimizing usage and cost across the enterprise
Evaluate vendor and contractor performance, negotiate contracts, and manage ongoing relationships
Ensure compliance with procurement policies and budget constraints
Establish and enforce platform governance, standards, policies, and procedures for development, testing, deployment, and operations
Develop and enforce policies for change management, configuration management, and system documentation
Stay informed of platform updates, new releases, and industry best practices
Qualification
Required
Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Business Administration, or a related field
Minimum of 7–10 years of progressive experience in IT operations or software management, with at least 4 years specifically focused on managing Enterprise platforms (e.g., Salesforce, ServiceNow, SharePoint, or Jira)
Minimum of 3–5 years of experience in a supervisory or management role, leading cross-functional teams of architects, developers, and business analysts
Proven ability to manage complex project portfolios, including resource allocation, timeline development, and the use of Agile or Waterfall methodologies
Experience managing high-value vendor relationships and negotiating complex contracts or Service Level Agreements (SLAs)
Direct experience managing large-scale budgets (preferably exceeding $1M annually) and optimizing license footprints to ensure cost-effectiveness
