Management Consultant

They are seeking a Management Consultant to provide strategic, operational, and communications support to the HHS Office of Mission Acquisition Solutions (OMAS), focusing on branding, customer engagement, and day-to-day operations support.

Responsibilities
Develop a comprehensive branding toolkit, including logos, templates, visual standards, and messaging
Establish communication standards for internal and external OMAS audiences
Support creation of marketing collateral for customer outreach, executive briefings, and digital platforms
Design and implement customer engagement strategies across HHS divisions, CORs, and program offices
Develop and maintain customer-facing playbooks, roadshow decks, FAQs, and communication plans
Conduct outreach sessions, roadshows, and workshops to communicate OMAS services
Define and align OMAS Objectives and Key Results (OKRs) across staff, customers, and operations
Create dashboards and performance-tracking tools to monitor progress
Maintain centralized planning calendars, facilitate team check-ins, and support operational processes such as town halls and reporting
Coordinate cross-team activities and provide onsite support as required
Develop a bidirectional communication strategy to strengthen OMAS’s relationship with industry partners
Plan and support Industry Days, Reverse Industry Days, and related events
Conduct contracting mechanism analyses and advise on partnering models
Qualification
Required
Minimum of 3 years of consulting experience
Experience with organizational assessments and change impact analyses
Demonstrated experience in stakeholder engagement and stakeholder management
Experience facilitating large meetings with leadership audiences
Understanding of change management methodologies
Experience developing toolkits to support leaders in managing change
Experience with process improvement, including developing process maps (e.g., Visio)
Strong visual communication and design skills (Canva, PowerPoint). Work samples will be required
Experience designing employee or customer surveys
Some data analysis and data visualization experience
Strong communication skills
Preferred
Prosci Change Management Certification
Bachelor's degree across business, management, finance, law, economics, contracts, purchasing, marketing, or related fields
Knowledge of Federal Acquisition Regulations (FAR) and related supplemental regulations
Experience with acquisition processes, contract administration, and cost/price analysis
Experience working with firm-fixed-price, cost reimbursement, simplified acquisition, and other federal contract types
Experience conducting assessments of formal contracts, task orders, and Simplified Acquisition Procedures
Experience in computer programming (Python and/or R preferred)
Power BI experience
Background in statistics, data science, computer science, or mathematics
Graphic design experience (preferred)
