Responsibilities

Manages grant programs throughout their full life cycle to ensure alignment with established goals, objectives, and priorities. This includes planning, implementation, monitoring, and closeout activities Oversees the execution of grant programs to ensure compliance with Program requirements, Applicable rules, policies, and procedures, and the agency’s strategic objectives. Makes informed program decisions that support both operational efficiency and strategic impact. Provides guidance and support to individual staff members within the Grant Management Team, helping them navigate program requirements and operational challenges
Executes strategic plans and both long- and short-term goals for the Community Development Block Grant (CDBG) and GLO-CDR programs. This includes the development, implementation, monitoring, documentation, and evaluation of policies and processes to ensure compliance across all programs and allocations
Coordinates with internal CDR divisions and GLO departments to drive complex, cross-functional program and business outcomes. Collaborates to identify trends across the Regional Team’s portfolio, pinpointing program gaps and recommending enhancements. Coordinates with leadership to improve tools, processes, and systems that support risk mitigation and operational efficiency
Develops deep technical and non-technical understanding of grant programs to proactively identify and mitigate issues. Works closely with leadership to deliver targeted training and technical assistance in both individual and group settings. Identifies training needs and opportunities in response to policy changes, internal business rules, and procedural updates
Oversees program compliance and implementation of Subrecipient Agreements within the assigned portfolio. Demonstrates adept-level proficiency in all GLO and CDR systems of record (TIGR, SharePoint, DocuShare, others) to ensure accurate documentation and adherence to program requirements

Required

Graduation from an accredited four-year college or university with a degree in public administration, business, or a closely related field. Experience and education may be substituted for one another on a case-by-case basis
Three (3) or more additional years of relevant experience with direct oversight and monitoring of grants or contracts
Experience working in a team environment
Experience with State and Federal funding or programs related to grant management civil infrastructure or disaster recovery

Preferred

Experience managing grants or contracts related to Disaster Recovery, Mitigation, or civil infrastructure projects
Experience managing HUD CDBG-DR or other federally funded disaster recovery programs and/or projects
Experience coordinating projects, work groups, or team members
Experience overseeing budgets and tracking expenditures to demonstrate fiscal responsibility
