Public Utilities Chief of Engagement
NEOGOV is seeking a Public Utilities Chief of Engagement for the City of Hollywood, Florida. This role involves overseeing and managing public and governmental affairs for the Public Utilities Department, ensuring effective communication and promoting various projects and programs.

Responsibilities
Acts as the departmental liaison with the Commission staff, CMED staff, other state and federal agencies, water and engineering industry personnel, and the public
Ensures effective communication between departmental senior staff, administrative staff, technical personnel, and support staff relating to management and administrative issues, and customer complaints and inquiries
Represents the department and director at various meetings with local elected officials, media, environmental groups, multiple municipalities, neighborhood associations, and civic and business groups, as needed
Leads the report writing and presentation functions for the department to support utility public outreach, community awareness, media relations, and relationship building with the water industry and A/E/C community
Edits and provides creative guidance in producing annual reports, federally mandated reports, newsletters, feature articles, industry award applications, grants and other written materials; develops and authorizes content for the department’s websites to ensure the public receives accurate and timely information while coordinating with CMED on timing and placements
Liaises with CMED on the production of brand-appropriate marketing materials and advertising programs to promote greater public knowledge of the department’s services and policies; coordinates with CMED for earned media and other promotional opportunities. Promotes positive press for the department through media relations activities
Liaises with CMED on emergency communications activities and contingency planning associated with situations such as hurricanes, sewer overflows, unpermitted discharges, natural disasters, pipe failures, and other Utilities-related activities
Supervises the investigation and follow-up of constituent inquiries and complaints received by the department director from the offices of the Mayor and City Commission
Makes recommendations regarding ordinances, resolutions, contracts, and general policy development
Makes recommendations on hiring, disciplining, and promoting subordinates; authorizes leave and overtime; evaluates and rates employee performance
Performs related work as required
Qualification
Required
Bachelor's Degree from an accredited college or university in public relations, public affairs, public administration, journalism, or closely related field is required
Five years of professional public relations administration, management consulting, or business communications experience for a government agency, especially in the Water and Sewer sector, or for a private agency servicing local government clients. Proven ability in planning, producing, and delivering successful reports, presentations, and other communications is required
Valid Driver's License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record
Thorough knowledge of public relations principles and techniques, executive protocol, and proper order of etiquette in dealing with appointed and elected public officials
Thorough knowledge of the principles of management and public administration
Thorough knowledge of the principles and practices of marketing and promotion techniques
Thorough knowledge of writing, editing, graphics and related communications skills
Mastery of Microsoft Word and PowerPoint, and proficiency in and Adobe Photoshop and InDesign or other similar publishing and design software
Considerable knowledge of designing and producing various marketing and promotional materials
Considerable knowledge of the organization and operations of the City of Hollywood Public Utilities Department, as well considerable knowledge of departmental goals and objectives
Ability to direct and coordinate research and development of promotional or educational materials for community groups, department employees, and other relevant audiences
Ability to direct emergency preparedness communications response activities as well as contingency planning associated with emergency communications for the department
Ability to assist the Department Director effectively in managing and coordinating various departmental activities
Ability to establish and maintain effective working relationships with superiors and various other public and private officials
Ability to supervise subordinates in a manner conducive to full performance and high morale
Ability to communicate clearly and concisely, verbally and in writing
Ability to represent the department at various conferences, meetings, and gatherings
Preferred
Master's degree in communications, public relations, public affairs, public administration, or journalism preferred
Demonstrated experience working in municipal government and/or Water and Sewer preferred
Experience working in or with the South Florida A/E/C industry is preferred
