Cultural Broker Family Advocate

The Cultural Broker Family Advocate serves as a liaison and advocate for families involved with the Arizona Department of Child Safety, providing culturally responsive navigation and connecting families to essential resources.

Responsibilities
Accept all referrals received by DCS and assigned by the Program Director
Be available in-person, for joint initial response with DCS, as early as 30 minutes after receiving referral within the zip codes identified
Deliver all elements of the Cultural Brokers Program, as described in the Cultural Brokers Program Manual and the DCS Cultural Brokers Scope of Work
Provide fair and reasonable child welfare approaches and connect families to culturally congruent services that help resolve their unmet needs
Empower families to develop their own strengths and capacities by providing brokering, advocacy, and support to families involved with DCS
Enable families to successfully navigate various government agencies and programs
Decrease the occurrence of cultural misunderstandings between families and child protection agency caseworkers
Identify and address barriers related to bias, stigma, and access; elevate strengths and protective factors within communities
Maintain relationships with culturally appropriate community-based organizations, faith communities, and resources, and coordinate services appropriately to strengthen support networks
Track service engagement, troubleshoot barriers, and celebrate milestones; align supports with case plans and reunification timelines
Collaborate with DCS case managers, attorneys, service providers, and other members across systems, to ensure consistent, family-centered communication
Participate in team meetings using trauma-informed, culturally responsive strategies
Maintain a caseload of an average of twelve (12) families and meet with the families based off of the pre-determined service level and the needs of the family
Ensures that all services, procedures, and forms provided are culturally relevant, linguistically appropriate and gender responsive (including Lesbian, Gay, Bisexual, Transgender, and Questioning (LGBTQ)
Reports any abuse or neglect in the family while the case is open and submits Incident Report to the Department of Child Safety, Program Director, Clarvida ’s Compliance Department, and Program Supervisor
Completes client documentation in Clarvida client database and DCS database according to contract deadlines
Attends and completes a minimum of 42 hours of job-related training per Arizona Department of Child Safety Cultural Brokers Manual within thirty (30) days of hire
Ensures the safety, health, and welfare of staff and clients at all times
Models and ensures all program norms are upheld without compromise
Acts as a positive role model and mentor for parents, children, and families
Treats others with respect, confronts negative behavior, and supports confrontation
Attends and participates in all required meetings including individual supervision and monthly group supervision as outlined in the Arizona Department of Child Safety Cultural Brokers Program Manual
Qualification
Required
Bachelor's degree and two years of human services/child welfare to the populations being served; or four years of human services/child welfare to the populations being served
Ability to obtain and maintain a valid unrestricted Level One Fingerprint Clearance Card
Minimum age requirement is 18 per contract
Ability to serve as a catalyst for change by modeling and mentoring behavioral change, which can break down bias, prejudice, and other institutional barriers that exist in child welfare settings
Knowledge of the cultural groups who they serve, community resources within the identified zip codes of the program, and the ability to successfully engage with families
Must meet the requirements of a safe driver. Must possess a current Arizona State Driver's License and have an acceptable driving record for the past three (5) years. Must have personal vehicle liability insurance and vehicle registration as required. a) No Driving while intoxicated (DWI) or Driving Under the Influence (DUI) during the life of the Contract or in the five (5) years preceding the Contract. (b) No at-fault Accidents during the life of the Contract or in the five (5) years preceding the Contract. (c) No more than two (2) moving violations during the life of the Contract or in the five (5) years preceding the Contract. (d) No more than one (1) excessive speed (per the A.R.S. 28-701.02) violation during the life of the Contract or in the five (5) years preceding the Contract
Must be able to pass a DCS Clearance with no substantiated reports
When required, the ability to pass a criminal background clearance check, drug screen including marijuana, and if requested a physical exam
Must be able to work a flexible schedule
Must be able to maintain a high level of confidentiality
Must obtain and maintain CPR and First Aid certification
