Director, Project Management Office (Division Director IV)
Palm Beach County is seeking highly qualified candidates for its Director of Project Management Office (PMO) position. This highly responsible executive-level position oversees the PMO and enterprise project, program, and portfolio management functions, ensuring projects are aligned with County priorities and executed effectively.

Responsibilities
Establishes, directs, and oversees the County’s centralized PMO, including governance structures, operating models, and performance metrics
Develops and enforces County wide project, program, and portfolio management standards, methodologies, templates, and tools
Provides executive oversight of the County’s IT project and program portfolio to ensure alignment with strategic priorities, funding, and resource capacity
Partners with the CIO, Deputy CIOs, and senior leadership to prioritize initiatives, resolve resource conflicts, and manage interdependencies across programs and departments
Manages and mentors senior-level managers and professional staff, including project managers, quality assurance engineers, business analysts, and portfolio/change analysts/managers
Oversees portfolio planning, intake, prioritization, and roadmap development for technology and innovation initiatives
Monitors project and program performance related to scope, schedule, budget, quality, and risk; implements corrective actions where necessary
Establishes executive reporting and dashboards to provide transparency into portfolio health, risks, financials, and benefits realization
Advises executive leadership on project feasibility, delivery risk, organizational readiness, and sequencing of initiatives
Coordinates with Finance, Procurement, and departmental leadership to ensure projects are properly funded, contracted, and staffed
Drives continuous improvement of project delivery practices through training, coaching, maturity assessments, and process optimization
Qualification
Required
A Master's Degree in Information Systems, Project Management, Business/Public Administration, or related field and a minimum of three (3) years of experience in project, program, or portfolio management, which includes three (3) years of responsible management or supervisor experience
A Bachelor's Degree in Information Systems, Project Management, Business/Public Administration, or related field and a minimum of five (5) years of experience in project, program, or portfolio management, which includes three (3) years of responsible management or supervisor experience
An unrelated Bachelor's Degree and a minimum of seven (7) years of experience in project, program, or portfolio management, which includes three (3) years of responsible management or supervisor experience
An Associate's Degree in Information Systems, Project Management, Business/Public Administration, or related field and a minimum of seven (7) years of experience in project, program, or portfolio management, which includes three (3) years of responsible management or supervisor experience
Graduation from high school or an equivalent recognized certification and a minimum of nine (9) years of experience in project, program, or portfolio management, which includes three (3) years of responsible management or supervisor experience
The selected candidate, if not possessing at time of hire, must obtain a PMP or PgMP within 12 months of hire
Preferred
Certified Scrum Master
Project Management Professional (PMP) certification
Program Management Professional (PgMP) certification
Experience in project, program, and portfolio management principles, methodologies, and best practices (including Agile, Waterfall, and hybrid approaches)
