The Florida Division of Emergency Management (FDEM) is responsible for planning and responding to disasters. The OPS Field Financial Analyst position involves collecting, analyzing, and documenting cost data related to incident response operations, supporting budget management and procurement coordination for emergency response efforts.

Responsibilities

Collect, track, and analyze all cost-related data associated with the incident, including personnel, equipment, supplies, and contracted services
Assist in preparing daily incident cost summaries and forecasts for the Field Finance Section Chief
Coordinate with the Bureau of Financial Management and the Office of Procurement and Contract Management to assist with procuring goods and services for the State Emergency Response Team (SERT)
Assist in monitoring and tracking purchases, invoicing, and payment close-out activities, ensuring alignment with budget and procurement policies
Assist with travel coordination of the Incident Management Team and supporting personnel
Participate in briefings, planning meetings, and demobilization planning as assigned
Perform other duties as assigned

Required

Experience and knowledge of NIMS/Incident Command System (ICS) concepts and principles
Experience using Microsoft Office Suite (Excel, Word, Outlook), and the ability to learn and navigate division enterprise business systems
Valid driver's license
Must be able to deploy for extended periods with little to no advance notice anywhere in Florida or the United States, work non-traditional hours including nights, weekends, and holidays, and perform other duties as required. Travel requirements in support of emergency operations may be extensive in nature (i.e., up to 28 days at a time)
Possess an understanding of NIMS/Incident Command System (ICS) concepts and principles
Basic understanding of financial management principles
Familiarity with the state budgetary process and procurement policies
Strong proficiency with Microsoft Excel and cost tracking tools
Sharp attention to detail, with the ability to collect and verify financial and contractual documents
Ability to communicate effectively with others verbally and in writing
Ability to work independently and as part of a team in a fast-paced environment
Strong organizational skills, with the ability to handle multiple tasks and prioritize effectively
Must be deployable on short notice and capable of working in field-based environments

Preferred

Training in Incident Command System (ICS-100, ICS-200, ICS-230, ICS-242, ICS-700, and ICS-800)
