HR Business Partner
Pinellas County Clerk of the Circuit Court and Comptroller is seeking an HR Business Partner to develop professional partnerships across diverse stakeholders and support cross-functional County initiatives. The role focuses on building trusted relationships with County departments and providing guidance on human capital initiatives, employee relations, and performance management.

Responsibilities
Ensures service to our customers is the number one priority by being available, prompt and courteous
Consults with organizational leaders, providing HR guidance which reflects the mission, vision, strategic objectives, operational goals, culture, and challenges of the organizations served
Works closely with Learning and Development to create and present leadership and employee development programs
Analyzes trends and metrics in partnership with the HR team to develop solutions, programs and policies
Manages and resolves complex employee relations issues. Provides guidance relating to conflict resolution and conducts effective, thorough, and objective investigations
Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention
Provides day-to-day performance management guidance to management (e.g., coaching, counseling, career development, disciplinary actions, performance reviews)
Serves as a consultant, coach, facilitator, and/or advisor to management on HR-related issues
Collaborates with internal HR units to deliver integrated solutions to partner agencies
Provides guidance and input on business unit restructures, workforce planning and succession planning
Provides HR policy guidance and interpretation
Assesses processes, policies, and systems. Recommends improvements to programs, services, and processes, and assists with implementing those recommendations
Prepares, coordinates, and delivers services to support engagement survey action plans, workshops, and special workforce projects or employment-related matters
Qualification
Required
Seven (7) years of progressive experience in human resources partnerships, employee relations, and performance management; or a Bachelor's degree in a related field and three (3) years of experience as described above; or a Master's degree in a related field and one (1) year of experience as described above or an equivalent combination of education, training, and/or experience
Ability to work discretionary hours outside of the normal workday when needed
Ability to travel to off-site meetings
Excellent customer service skills and ability to build relationships with all levels of the workforce
Strong business and management acumen
Strong analytical and problem-solving skills
Ability to adapt to a changing environment while displaying positivity
Ability to bounce back from adversity
Preferred
HRCI Human Resources Professional (PHR) or Senior Human Resources Professional (SPHR) or SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential
Employee relations and public speaking experience
Experience in the private sector
Experience working with performance metrics and creating action plans and initiatives to support business partner strategic objectives
Management or Supervisory experience
