Knowledge Management Specialist

The N.C. State Board of Elections is the statewide agency that supervises elections administration and conducts associated investigations. The Knowledge Management Specialist is responsible for collaborating with experts to develop training materials and documentation, ensuring effective communication and support for ongoing business operations services.

Responsibilities

Create or modify document templates
Use templates to create and finalize job aids, user guides, standard operating procedures, and other written materials
Enforce documentation formatting
Manage a central repository for all material storage
Develop a knowledge base as a county user resource
Conduct training needs analyses
Collaborate with subject experts to develop and update training materials, standard operating procedures, or other materials
Deliver training to county board directors and staff on updated processes and procedures using applications such as Microsoft PowerPoint, Articulate, and Adobe Creative Cloud software
Determine alignment of new training materials to the elections certification program
Advocate for and research best practices for adult learning strategies and methodologies
Ensure proposed solutions meet the business need
Participate in brainstorming sessions with subject matter experts to understand current business processes, pain points, and future business needs
Assist with gathering requirements for system requirements specification documents that detail the functionality and changes to meet the business needs
Assist Project Management Team with scheduling and tracking tasks, assigning resources, and mitigating risks to ensure the project is completed on time

Required

Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience
Excellent project management and organizational skills
Ability to collaborate with stakeholders to translate needs into deliverables
Experience with design platforms such as Microsoft PowerPoint, Adobe Creative Cloud products, and Articulate products
Excellent written and oral communication skills, including the ability to effectively convey technical information to non-technical colleagues and clients
Ability to prioritize and manage multiple simultaneous deadlines

Experience with gathering and documenting system requirements
Experience leading a project coordination effort with software modernization
Experience leading training initiatives related to software modernization
Experience in the field of elections administration
