Administrative Services Specialist II (Information Technology Services)
Shelby County Crime Victims & Rape Crisis Center is seeking an Administrative Services Specialist II to assist in developing, planning, coordinating, and monitoring purchasing, administrative, budgeting, and related activities for Information Technology Services. The role involves preparing budgets, providing support for contracts and procurement transactions, and ensuring accurate accounting and reporting of financial data.

Responsibilities
Prepares preliminary budgets for Information Technology Services and all Internal Service Fund accounts (Managed Print, PC Refresh Program, ECM/Security and Telecommunications)
Provide budget and purchasing-related support to ITS Administrator, Managers, and the CIO
Assists the ITS Budget and Procurement Manager with contracts and other procurement transactions, including the preparation of documentation for Requisitions, Bids and Requests for Proposals, and liaises with Purchasing Department as necessary throughout the purchasing process
Track PC Refresh schedule. Coordinate with customers for their refresh. Analyze and reconcile PC Refresh accounts. Process IDBs for PC Refresh
Downloads the monthly billing reports from various service providers and converts to format for electronic update to the invoice-auditing financial systems
Processes monthly IDB's, journal entries and invoices for Information Technology Services and Internal Service Fund sections
Reviews billing and utilization reports, liaises with service providers to review and correct errors and monitor appropriate credit or plan adjustments
Prepares invoices and other accounts payable documents for payment for goods and services provided to Information Technology Services and Internal Service Fund sections, ensuring the approximate $20 million in annual vendor invoices and corresponding internal billing is accurately assigned and properly accounted for
Tracks accounting data and operating expenditures and reconciles to records, and generates revenue and exception reports on an ad-hoc and scheduled basis
Performs other related duties as assigned or directed
Qualification
Required
Four (4) years of progressively responsible experience in Financial Technology
Bachelor's degree from an accredited college or university in finance, business administration, or a closely related field
An equivalent combination of related education and/or experience
PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED
Thorough knowledge of accounting processes and procedures, especially in the billing, accounts payable and purchasing areas
General knowledge of computer systems and applications
Ability to learn the County's systems and use them for the department's benefit
Ability to perform a variety of financial and purchasing-related duties with minimal supervision
Ability to identify and resolve accounting problems in a timely manner utilizing appropriate accounting principles and methodologies
Ability to produce meaningful communications that effectively convey the intended information utilizing appropriate verbiage, spelling and grammar
Ability to produce meaningful graphs and slides to accompany written communications
Ability to maintain confidentiality
Ability to read and interpret written communications
Ability to easily adapt to frequent changes, delays, or unexpected events in the work environment and manage competing demands
Ability to follow instructions, effectively respond to management direction and solicit feedback
Ability to actively promote and personally observe safety and security procedures
Strong interpersonal skills
Must be proficient with Microsoft Office, particularly Word and Outlook at the intermediate level
Must be highly proficient with Microsoft Excel, with the ability to create, utilize formulas and maintain complex workbooks and databases for budgeting, internal billing (IDB) and external invoicing purposes
